After B’Tselem’s scandalous report revealing the details of the Israeli troop’s brutal murder of an unarmed and wounded Palestinian man, in the village of Arraba near Jenin in the northern West Bank, Israeli army chief of staff Moshe Yaalon called the army to “check” their method of passing the orders to the soldiers in the occupied territories. “In some places there seems to be a dulling of the senses, stemming from ongoing service in the territories and combat," Ya'alon told Haaretz. The Israeli human rights organization B'Tselem said Israeli troops shot Mahmoud Abed Ar-Rahman Hamdan Kamel, who belonged to Islamic Jihad, to death as he was lying on the ground unarmed and wounded. B’Tselem called the killing of Kamel an execution. "Troops threatened two Palestinian men at gunpoint, forcing them to bring Kamel’s body to them. The two men spoke with Kamel, who told them his name and requested medical treatment. After the two handed the soldiers a pistol that had been in Kamel's possession, they carried Kamel toward the soldiers. According to their testimonies, the soldiers then told them to leave the area, and about a minute later, they heard a round of gunfire. The soldiers then sent one of the men to search Kamel in order to find his wallet. The man saw that Kmel had been shot in the head and killed." B’Tselem reported. The report also includes that the Israeli soldiers in the "Shayetet 13" naval commando unit shot at Kamel, who was wanted for interrogation, as he was trying to escape from a house he was staying in, Kamel was injured, but remained fully conscious. Furthermore, eyewitness testimonies collected by B’Tselem, confirmed that Kamel was killed in the second round of shooting, on the contrary to the Israeli army’s investigation which stated that Kamel was killed during the first round of shooting. "Mahmoud had been wounded lightly in the neck, and was not bleeding much," said Tayil Muhammad al-Bazur, 45, in whose house Kamel was staying, when speaking about Kamel’s condition after the first round of shooting “a few minutes later, the soldiers shot Kamil a second time.” He added Al-Bazur and Suleiman Qasrawi, a neighbor, also said that soldiers threatened them at gunpoint and forced them to carry Kamel and search his body. The soldiers involved in the shooting have been suspended from active duty in the Occupied Territories awaiting the outcomes of the investigation. This latest incident comes a short time after an Israeli commander was heard on tape admitting to having "confirmed the kill" of a 13-year-old Palestinian girl in Gaza. Iman Alhamas’s was shot at a close range; her body was rendered with 20 bullets as she tried to escape Israeli soldiers on her way home from school.
