Escalating violence in the Middle East is causing immense suffering among Palestinians. Meanwhile, continuing sanctions against the Palestinian government are undermining public confidence in democracy. Representatives of seven Swedish aid organisations*, including the Kvinna till Kvinna Foundation, accuse Western governments of applying double standards to the parties in the Arab-Israeli conflict.

The situation in Palestine is rapidly approaching a humanitarian and political disaster. While attempts are made to secure emergency relief to the Occupied Palestinian Territories, sanctions against the Hamas-led government remain in place. The international community demands that all parties to the conflict denounce violence, that Hamas recognises Israel and accepts a two state solution. We too believe that these demands are reasonable.

However, as organisations with a history of supporting Palestinian work for democracy and human rights, we fear that sanctions are undermining all such efforts. Palestinians rightly feel that the West is applying different standards to Israelis and Palestinians, when only one side is being punished for its failure to meet demands. The Israeli state is also subject to international law and international agreements. But despite its obligation to stop settlements from being built on occupied territory, Israel continues to expand such settlements. At present around 400,000 Israeli settlers live on Palestinian territory.

In addition, Israel threatens to permanently annex East Jerusalem, a blatant violation of the fourth Geneva Convention. The Israeli state also continues to expose civilian Palestinians to human rights violations. According to UN statistics, Israel is responsible for two thirds of the civilian casualties in the conflict.

And yet, while Palestinians collectively suffer the consequences of electing a Hamas-led government, Israel enjoys preferential trade and cooperation agreements, despite its on-going violations of international law. Such double standards undermine faith in democracy among the Palestinian population. Several of our partner organisations ask how the very same states that finance trainings in democratic leadership and respect for human rights, fail to honour their own teachings.

Palestinian organisations working against violence and for peace, often in opposition to the Hamas regime, describe how their rhetoric is being undermined by the actions of states belonging to what is commonly referred to as the democratic world. Sanctions targeting only one side in the conflict are counterproductive and consequences extend beyond the Middle East. The elections in Palestine were one of the first examples of free and democratic elections in the Arab world. Palestine also has a huge symbolic value to many people in poor and undemocratic states.

One-sided policies by the West are increasingly seen as evidence that democracy and international law only applies to citizens of wealthy nations, excluding a majority of those living in African, Asian or Arab countries. Thus, Western policies only serve to strengthen militant groups who oppose peaceful and democratic development.

For a peace process to enjoy broad public support, both Palestinians and Israelis must be guaranteed protection against injustice and violence. At present only Palestinians suffer for breaching agreements, while Israel goes unpunished. How can this promote confidence in a future peace treaty among the Palestinian population?

We, the signatories of this letter, have no shared political view on the conflict in the Middle East, nor do we have a common policy regarding sanctions against the Hamas government. Yet, we do agree that a one-sided policy, applying different standards to Israelis and Palestinians, will only harm efforts to bring peace, thereby prolonging the threat to civilians on both sides.
