The news from Israel over the weekend can only add to Arab concerns that the US-led peace conference expected in the fall will be nothing more than an exercise in public relations. According to participants at a meeting of Ehud Olmert's ruling Kadima Party on Sunday, the Israeli prime minister went out of his way to lower expectations. Dismissing speculation that he and Palestinian President Mahmoud Abbas are close to an "agreement on principles," Olmert reportedly stressed that only a "declaration of intent" was on the agenda - and that he hoped this would be "the headline" of the conference.

Successive Israeli leaders have amply demonstrated their ability to sabotage peace talks before, during and after the fact, but blame has to be shared this time. From the moment the White House first announced - and then quickly downgraded - the conference, it has been shrouded in a thick haze of confusion, duplicity and incompetence. US officials have been studiously vague about when and where it will take place, who will be invited, what will be discussed, and what (if anything) they hope to accomplish. For any occupying power, this would be a clear signal that it will come under no pressure to alter the status quo; for one with Israel's penchant for diplomatic chutzpah, it is an invitation to scupper the process by whatever means it can.

None of this should come as a surprise. From the moment he came to office but especially since September 11, 2001, US President George W. Bush has been nothing short of slavish in subjugating American interests to Israeli prerogatives. In 2002 he famously told Olmert's predecessor, Ariel Sharon, to end his brutal reoccupation of the West Bank "now." Bush was (and continues to be) ignored. In 2006 he did everything he could to abet Olmert's murderous campaign in Lebanon, only to learn that while Israel's pilots had plenty of stomach for the slaughter of civilians from high above, its soldiers had none for face-to-face encounters with Hizbullah's men on the ground.

The moral of the story has always been that America would be a truer friend to Israel if it would use its influence to save the Jewish state from its own stubborn leaders by demanding that they get serious about a full and fair peace agreement. Now a new chapter must be added in which far from coaxing the hapless Olmert to be reasonable, Bush is actively encouraging him to dig in his heels. In the short term, this means more suffering for Palestinians. In the longer term, it increases the likelihood of intensified armed resistance against the occupation - and so more suffering for Israelis, too.
