Ramallah – A round table discussion was organized by MIFTAH as part of its Elections Support Program and held on March 5 at the Movenpick Hotel in Ramallah. The meeting included representatives of PLO factions, the Central Elections Committee and dozens of local council leaders, who made recommendations that included the demand to lower the age of candidacy in local councils from 25 to 21 years of age, increase the women’s quota to 30% and lower the threshold from 8% to 5%.

The recommendations were as follows:

First: to raise the women’s quota in local council and municipal elections to 30% and to promote and develop this quota in a way that would ensure fair participation of women in these elections.

Second: Complete consensus among the local council and political leaders over lowering the age of candidacy for youth in the elections from 25 to 21 years of age.

Third: Reactivating the Charter for promoting women’s participation in political decision-making under the slogan of ‘partners in the struggle, partners in decision making”. The charter was signed by PLO factions and included seven points, all of which reaffirm the importance of the role of Palestinian women in the national struggle and in political participation in addition to her right to decision-making positions.

Fourth: A commitment to work on developing a mechanism for choosing men and women to run in local and municipal council elections.

Fifth: Providing the necessary training for strengthening the capabilities of the candidates and reaffirming the role of civil society organizations and their recommendations, which promote the role of women.

The presentations all reaffirmed the participants’ support for the demand to lower the threshold from 8% to 5% and also to amend the elections law in a way that would enable women to secure top spots on the electoral lists rather than lower-rung ones.

Some female speakers criticized the way in which the factions deal with women including her exclusion, holding them responsible for the marginalization of women. They also accused the factions of promoting the concept of tribalism at the expense of women.

Meanwhile, the factions’ presentations revolved around preparing their own male and female representatives for the elections so they can shoulder the responsibility and also form an awareness plan on the importance of women’s leadership role.

Faction representatives then renewed their support for the pact signed by their factions in regards to supporting the three demands. They said they considered women’s political participation a developmental process given that they comprise half of society and should be involved in decision making.

Some speakers criticized what they called the ‘hypocritical elite” who speak inside their councils with one tongue and then to the media, with another. “If these elites spoke one language in every place and in every situation and held the same opinions and stances, they would have contributed to speeding up the necessary process of social change.”

In relation to the recommendation to lower the age of candidacy, some participants called for increased experience among male and female youths through forming shadow municipalities in the various localities. This would help them become more acquainted with their role and the needs of the public, and in the process, gain experience on the ground to prepare them for running in future elections.
