Ramallah – As part of its follow up of public spending policies in decision-making positions in the social sector, MIFTAH recently published an analytical report on the expenditure stipulations of the Ministry of Health in 2021, based on its annual reports on annual actual expenditures.

The report indicated that the actual spending of the MoH was ILS2.3 billion of the total sum of the general budget’s public spending of ILS16.1 billion, which means it exceeded the public spending earmarked for the MoH in 2021, determined at 13.2% of the overall actual expenditures on a commitment basis. In comparison to its 2020 expenditures, the Ministry’s share at the time was ILS1.8 billion of an overall actual spending of ILS15.9 billion, or 11.6%. Moreover, the increase rate in actual spending at the Ministry of Health was ILS470 million. When compared to 2020, the rate stood at 14.4% of the overall public expenditures, which is considered relatively high.

The report pointed out that the biggest share of expenditures was in the commodities and services clause, which includes the procurement of medicines, medical supplies, vaccines, the purchase of the ‘medical referrals’ service, contracted employees and various running costs. Actual spending amounted to ILS1.3 billion, which is an increase of ILS344 million from 2020.

As for the salaries and wages clause, it also saw an increase in actual spending. In 2021, spending here amounted to ILS893.6 million, while in 2020, it was ILS687.3 million. The report showed that this increase is attributed to several reasons, including an increase in employee and medical cadre salaries especially after the actualization of due salary increases at the start of 2021 in addition to the payment of salaries for health sector employees in the Gaza Strip.

The report concluded that in spite of the actual spike in expenditures in the Ministry of Health last year, it did not include developmental expenditures, which noticeably dropped in 2021, to ILS25.7 million or only 1%. This is a modest percentage and results from its dependence on the general budget’s external funding, which has hampered the development of the health sector and the quality of services it provides to citizens.

The publication of actual expenditure reports falls within MIFTAH’s interventions as part of its “Dialogue, Policy and Good Governance” program, with a focus on social justice in fiscal policies. This program aims to develop just fiscal policies responsive to marginalized social sectors through follow-up of budgetary allocations and actual overall spending in the various ministerial programs.
