Israel's separation wall has worsened the plight of Palestinians and pushed up aid costs to needy Palestinians in 2004, a senior EU humanitarian aid official said. "We believe this wall creates many additional humanitarian problems and additional costs to our own operations," said Cees Wittebrood, head of European Humanitarian Aid Office (ECHO) operations in the Middle East and Mediterranean.

"We calculated that some 20 percent is needed additionally to face the humanitarian consequences of this fence," Wittebrood told a news conference late on Saturday.

He said around 200,000 Palestinians living in Palestinian territories were affected adversely by the construction of the security barrier spreading well beyond Israel's 1967 border.

Israel says the barrier is designed to prevent suicide bombers reaching Israeli targets but Palestinians say it is a land-grab designed to annex occupied territory.

The EU, through ECHO and individual member states, accounts for over half of a total of 1 billion euros in aid to the Palestinians from the international community, Wittebrood said.

ECHO, the humanitarian aid office of the EU, has provided 118 million euros of assistance to Palestinians since the beginning of the latest Intifada in September 2000.

Wittebrood said 35 million euros allocated under the 2004 aid budget could be raised if the humanitarian plight of Palestinians worsens.

"In 2003 we started with an initial allocation of 25 million euro, but due to some developments on the ground amongst which was the construction of the security wall, we increased this allocation to 38 million euro," he said.

Many Palestinians have found their families divided by the fence which separates some farmers from their lands and students from their schools.
