Separation wall will isolate crucial vocational training center, director says

Geneva, June 23, 2004 - Israel's building of the separation wall near a vocational training center in Jerusalem will prevent young people from the West Bank from receiving training there.

"The separation wall will isolate the Lutheran World Federation Vocational Training Center from the West Bank," says the center's director, Randa Hilal.

Hilal reports that on June 6, the Israeli army blocked the three side roads leading to the center and started building the separation wall near the center on the main road from Al-Ram to Bait-Hanina Blockade. The wall is made up of more than 140 km of concrete barriers and fences built around several Palestinian areas in Jerusalem to separate them from the city and to separate Jerusalem from the West Bank.

The Lutheran World Federation's (LWF) programs at the training center are supported by members of Action by Churches Together (ACT) International, a global alliance of churches and related agencies. LWF is a member of ACT. The current ACT appeal supports the training of youth from across the West Bank and Palestinian areas around Jerusalem, helping them learn skills in electronics, plumbing, automobile maintenance and other trades. Following two years of training, trainees are assisted in finding employment.

Hilal says that when the wall is completed near the center, only 24 percent of the trainees and 18 percent of the trainers will be able to reach the center.

"Quality training opportunities for youth are minimal in the West Bank and have not increased, although the number of youth is increasing," Hilal says. Under the current appeal, the center is trying to increase the number of trainees it can accommodate. The center also hopes to bring training to young people who live in isolated areas of the West Bank and have no access to such training. Through its mobile satellite training program, the center hopes to serve up to 270 youth.

According to Hilal, implementing the satellite training program will enable LWF to fulfill its mission in reaching Palestinian youth who cannot come to the center for training. "It will assist the Palestinian youth striving for their future and will help LWF in continuing to provide them with the quality training they appreciate and request," she explains.

"Quality training provided by the LWF-VTC allows the youth to be employed or self employed shortly after graduation," Hilal adds. "This in turn has been providing hope for youth in such deteriorating situations. The appreciation of the training is reflected by the high applicant rate to the center."
