Israel continues its usual policy of striking at Palestinian targets wherever and whenever it sees fit. Yesterday it was Gaza, once again, but arrests and incursions into the West Bank continue on a regular basis.

None of this - in addition, of course, to settlement building, continued construction of Israel’s separation wall as well as the regular house demolitions and ever-growing construction in occupied East Jerusalem cementing Israel’s illegal annexation - is conducive to any kind of peaceful negotiations, let alone a peaceful resolution.

Direct negotiations under such circumstances are not just a waste of time, they could bring about the end of the Palestinian Authority, as Palestinians begin to question what that authority is for.

Should negotiations fail again, as they surely will under the prevailing circumstances, the PA can only continue in its present function as a glorified municipality that provides basic services to Palestinians and ensures Israel’s security.

This cannot continue to be acceptable in the long run. The aim of the authority was to usher in gradual statehood. But continued Israeli settlement building and international hand- wringing in response have left such a possibility unobtainable.

There are two possibilities open now: either the international community gets serious about Israel, signs up to the Arab Peace Initiative, which is fully in line with international law, or the world realigns its expectations away from a two-state solution and begins to consider the options.

One option is a return to full occupation, in which Palestinians live under full Israeli military rule, rather than military rule by proxy, as is currently the situation. But with just as many Palestinians between river and sea as Jews, the question then must be: How could the world sit by and allow such a clearly apartheid system to reappear in the 21st century?

The weight of principle must then fall behind a one-state solution in which all people in historic Palestine are granted equal right in a secular democratic state.

To many, this latter solution is by far the most just and progressive. To those who still cling to a two-state vision, the question is, how is it possible now?
