Open letter to the UN Secretary General on the 22nd Security Council Open Debate on Women, Peace and Security Agenda (UNSC Resolution 1325)
Your Excellency Secretary General On the 22nd anniversary of UNSC Resolution 1325 and the annual open discussion at the Security Council for the advancement of the Women, Peace and Security Agenda, the Palestinian Women’s Civil Coalition for the Implementation of UNSC Resolution 1325 would like to bring your attention to the fact that the suffering of Palestinian women living in the Occupied Palestinian Territory (OPT) has unprecedentedly escalated since this resolution was passed, due to the Israeli occupation’s ongoing, hostile policies, systematic violations of human rights and grave breaches of international humanitarian law that are disproportionally impacting women and girls in the OPT. These violations include extra-judicial killings, arbitrary arrests, restriction on movement, military blockades, house demolitions, land confiscation and illegal de-facto and de-juri annexation, in addition to the ongoing isolation of areas of the OPT from one another. This has had both individual and collective impact on the lives of women, impeding their access to resources, compounded by the deteriorating economic situation due to the occupation’s control and dominance over land and resources. Added to this is the rise in poverty levels due to unemployment, military blockade on the Gaza Strip for over 15 years and the occupation’s exercise of systematic long-term violence against the Palestinian protected population in the OPT, settlement expansion combined with settlers’ violence and vandalism The Palestinian Women’s Civil Coalition strongly believes that 22 years since the passage of UNSC Resolution 1325 has not resulted in concrete measures for the advancement of the women, peace and security agenda to Palestinian women living under Israeli prolonged military occupation. A lot still need yet to be made by the Security Council to maintain peace and security for Palestinian women living under military occupation. To the contrary, complications and challenges to Palestinian women have increased in terms of implementing the WPS agenda, due to Israeli impediments to its implementation. Israel, the occupying power, has also placed enormous obstacles before Palestinian women who seek to implement this resolution, given its continued occupation of the OPT and the absence of a just and durable solution to end this prolonged belligerent occupation. No concrete measures were taken by the international community to implement UN resolutions related to the question of Palestine, namely UN Resolutions 242, 338, 194 and 2334. Instead, Israel is intent on confiscating and annexing more land to build settlements, which has severed any path to the establishment of an independent and contiguous Palestinian state. Instead, OPT has been transformed into isolated islands more like the Bantustans of apartheid South Africa, as indicated in the most recent evidence based-report by Amnesty International, describing Israel as an apartheid regime, where one racial group is discriminating against other racial groups. The Palestinian Women’s Civil Coalition, would also like to point out to the remarkable conclusions of a UN independent Commission of Inquiry (CoI) in its recent to the UN General Assembly in New York on 20/10/2022, which considered the Israeli occupation as unlawful according to international law. The report called on the UN General Assembly to ask the International Court of Justice for an urgent advisory opinion on the illegality of this prolonged military occupation, and the impacts of the Israeli illegal measures and violations against the Palestinian civilian population in the 1967 OPT. Your Excellency UN Secretary General, As the UNSC is meeting to discuss the advancement of the WPS agenda, we would like to draw to their attention the double standards employed by the United Nations in dealing with its own resolutions, especially when it comes to Israeli-Palestinian conflict and the practices of Israel, the occupying power against Palestinian civilian population. Israeli illegal policies in the OPT , has not only curtailed Resolution 1325 from guaranteeing protection for women and involving her in security and peacemaking, it has also thwarted all international tools and mechanisms for the protection of civilians in times of war and under occupation. This is due to the failure of the international human rights and humanitarian law especially the provisions of the Fourth Geneva Convention Relative to the Protections of Civilians at time of War and under occupation. The reason for this is that the UN itself is discriminatory and has double standards in its handling conflicts, and peoples’ causes due to the huge imbalance in justice and the policy of impunity, which Israeli, the occupying power enjoys. These policies have allowed Israel to escape from accountability or any punitive measures in accordance to UN Charter and more specifically Article 11 of UNSC Resolution 1325, which demands that perpetrators of crimes and violations during war are not afforded impunity. The fact that Israel is treated as a country above the law, and the absence of any form of accountability has only encouraged it to commit more crimes and violations. A case in point is the recent murdering of Palestinian Journalist Shirine Abu Akleh, where no one has been held accountable thus far, although the incident was caught on tape and there is hard evidence proving that her death was the result of premeditated and extrajudicial killing by the Israeli army. During its evaluation and review of its action plan, the Palestinian Women’s Civil Coalition noted that Resolution 1325 and the nine subsequent resolutions, pinpointed the reasons for the outbreak and development of conflicts in various regions of the world to racial, religious and ethnic disputes. However, it excluded women under racist, colonialist occupation, which is the case of Palestinian women under Israeli occupation in the West Bank and Gaza Strip, including occupied East Jerusalem. Thus, it has disregarded all international resolutions pertaining to the rights of the Palestinian people, over and above Israel’s disregard for its responsibilities as an occupying power. This necessitates a special resolution addressing the status of Palestinian women under racist, colonialist occupation, and addressing the root causes of the suffering of Palestinian women and the major obstacle they face in meaningful political participation, and in moving forward in the advancement of the women, peace and security agenda. Mr. Secretary General, Finally, we in the Palestinian Women’s Civil Coalition for the implementation of Resolution 1325, thank your Excellency for your understanding, and for conveying our concerns to all nation states during the open debate on WPS in the Security Council this year. We call on you to dedicate ample attention to the status of Palestinian women during the 22nd Security Council meeting on Resolution 1325, with the objective to develop and push forth the WPS agenda and put into action the role of international tools of accountability. We ask you to provide the necessary protection for Palestinian women under occupation, by closely overseeing the implementation of this resolution and the party responsible for impeding its application on the ground, namely, the Israeli occupying power that has exacerbated the suffering of Palestinian women at all levels and increased discriminatory measures against them.

Statement to the United Nations Security Council, Quarterly Open Debate on the Situation in the Middle East, including the Palestine Question
Mr. President, Esteemed Members of the Security Council, I am deeply grateful for the opportunity to address you today, especially thankful to H.E. Ambassador Macharia Kamau, Foreign Affairs Principal Secretary and the Republic of Kenya for the kind invitation. For over 70 years, the UN and its various bodies have been seized of the Palestine question; repeatedly reviewing conditions, adopting resolutions, and dispatching fact-finding missions, to no avail. Sadly, this Council has been unable to assert authority, allowing this injustice to become a perpetual tragic human, moral, political and legal travesty. So it would be disingenuous of me to come before you assuming I could inform you of something you do not already know. Nevertheless, I do appreciate the opportunity to communicate in a candid manner, not to recite endless statistics, nor to reiterate the ongoing pain of a people, deprived of their basic rights, including even the right to speak out, admonished not to “whine” or “complain,” as a means of silencing the victim. The tragedy is that you know all of this; yet, it has had a minimal impact, if any, on the horrific conditions in Occupied Palestine. I imagine it must be disheartening and frustrating for this distinguished organization and its members to find themselves trapped in this cycle of deliberate disdain and futility. It is therefore imperative that this Council consider where it has gone wrong and what it can do to correct course and serve the cause of justice and peace. Undoubtedly, the absence of accountability for Israel and of protection for the Palestinian people has enabled Israeli impunity to ride roughshod over the rights of an entire nation, allowing for perpetuation of a permanent settler-colonial occupation. Mr. President, Much of the prevailing political discourse overlooks reality and is diverted and subsumed by chimeras and distractions proffered by Israel and its allies under such banners as “economic peace,” “improving the quality of life,” “normalization,” “managing the conflict,” “containing the conflict,” or “shrinking the conflict.” These fallacies must be dismantled. Volatile situations of injustice and oppression do not shrink. They expand and explode, with disastrous consequences. Similarly, the delusion of “imposing calm” under siege and systemic aggression, particularly as in Gaza, is an oxymoron, for calm or security on the one hand and occupation or captivity on the other are antithetical and irreconcilable. Likewise, the fallacy of “confidence-building measures” is misguided since occupation breeds only contempt, distrust, resentment, and resistance. The oppressed cannot be brought to trust or accept handouts from their oppressor as an alternative to their right to freedom and justice. The misleading and flawed “both sides” argument calling for “balance” in a flagrantly unbalanced situation is another attempt at obfuscation and generating misconceptions. Israel’s impunity is further enhanced using such excuses as being the so-called “only democracy in the Middle East” or a “strategic ally,” or having “shared values,” or even for the sake of protecting its “fragile coalition.” There has also been tacit and, at times overt, acceptance of Israel’s ideological, absolutist arguments, including the invocation of religious texts as a means to dismiss and supplant contemporary political and legal discourse and action. Hence, the so-called “Jewish State Law,” which allocates the right to self-determination exclusively to Jews in all of historic Palestine, is endorsed and normalized. In the meantime, a massive disinformation machine persists in its racist maligning and demonizing of the Palestinian people, going so far as to label them “terrorists,” or a “demographic threat,” a dehumanizing formula exploited as a way to deny the right of millions of Palestine refugees to return. Such slander has warped political focus and discourse globally. Some states have gone off on a tangent pursuing Palestinian textbooks for so-called “incitement,” or adopting the IHRA definition that conflates criticism of Israel with anti-Semitism, or criminalizing BDS, or intimidating and censoring academics and solidarity activists who stand up for Palestinian rights. These distortions ignore the unequal and unjust laws designed to persecute Palestinians, individually and collectively. It is evidenced in the defamation of our political prisoners and the targeting of their families’ livelihoods, as though Israeli military courts or prison systems have anything to do with justice or legality. The mindless refrain that Israel has the “right to defend itself,” while the Palestinian people are denied such a right, is perverse in that the occupier’s violence is justified as “self-defense” while the occupied are stigmatized as “terrorists.” We cannot afford to disregard the context of occupation and its systemic aggression as the framing device for all critical assessments and action. Excellencies, Occupied Palestine, including Jerusalem, is the target of a comprehensive and pervasive policy of colonization and erasure, of displacement and replacement, in which Israel is appropriating everything Palestinian; our land and resources; our cultural and human heritage; our archeological sites, which we have safeguarded for centuries; our history; our cuisine; the names of our streets; and most egregiously the identity of Jerusalem, as we witness in the ethnic cleansing of the Old City, Sheikh Jarrah, Silwan among others. Even our cemeteries have been desecrated such as the building of a so-called “museum of tolerance” on top of human remains in Maman’ Allah cemetery. And, Israel continues to stoke the flames of a “holy war,” with repeated assaults on our holy sites, particularly Al-Aqsa Mosque. Jerusalem is being targeted in a deliberate campaign of annexation and distortion. Israel now brazenly declares its intent to complete the settlement siege of Jerusalem and destruction of the territorial contiguity of the West Bank, with its outrageous plans for E-1, Qalandiya airport (Atarot), “Pisgat Ze’ev” and “Giv’at HaMatos.” We cannot be distracted by symbolic gestures that create a false impression of progress. Claims that the “time is not right,” or that it is “difficult now” to work for a peaceful solution, give license to Israel to persist in its perilous policies. Likewise, repeating a verbal commitment to the two-State solution, while one state is allowed to deliberately destroy the other, rings hollow. Mr. President, All of this does not preclude our recognition of our own shortcomings. We do not shirk our responsibility to speak out against internal violence, human rights abuses, corruption, or other such practices that are rejected and resented by our own people. It is our responsibility to carry out democratic reform and revitalize our body politic while ending our internal divisions. This is a Palestinian imperative. But we must caution others against exploiting our shortcomings to justify Israeli crimes or international inaction, or to condition any positive engagement on the creation of an ideal system of governance in Palestine while we languish under a lawless system of Israeli control. We ask that you, trustees of the rules-based order, uphold your responsibilities: provide us with protection from aggression and empower our people to amplify their voice, both in governance and liberation. Esteemed Members of the Council, Peace is not achieved by “normalizing the occupation,” sidelining the Palestine Question, or rewarding Israel by repositioning it as a regional superpower. Such an approach maintains the causes of regional instability and insecurity, while enabling Israel as a colonial apartheid State to superimpose “Greater Israel” on all of historic Palestine. Generation after generation, the people of Palestine have remained committed to the justice of their cause, the integrity of their narrative, the authenticity of their history and culture, and their inviolable right to live in freedom, and dignity, as an equal among nations and in the fullness of our humanity. It is time to reclaim the narrative of justice and invoke our collective will to activate the UN Charter and affirm the relevance of international law. The time has come for courageous and determined action, not just to undo the injustice of the past but to chart a clear and binding course for a peaceful future of hope and redemption. I thank you. Open Letter to the States Parties to the Arms Trade Treaty on the Need to Impose a Comprehensive Two-Way Arms Embargo on Israel
We, the undersigned global coalition of leaders –from civil society to academia, art, media, business, politics, indigenous and faith communities, and people of conscience around the world– call upon the States Parties to the Arms Trade Treaty (ATT) to act decisively to put an end to Israel’s notorious use of arms and military equipment for the commission of serious violations of international humanitarian law and human rights against Palestinian civilians by immediately imposing a comprehensive two-way arms embargo on Israel. In the spring of 2021, the world once again watched in horror as Israeli occupying forces attacked defenceless Palestinian civilians in the Gaza Strip, in the West Bank, including East Jerusalem, and inside Israel. Palestinian civilians peacefully protesting against colonisation of their land were assaulted with live fire, rubber-coated steel bullets, sound bombs, tear gas and skunk water. Israel’s deadly military aggression against the Palestinian civilian population in the Gaza Strip was the fourth in a decade. Over 11 days, 248 Palestinians were killed, including 66 children. Thousands were wounded, and the reverberating effects of the use of explosive weapons on hospitals, schools, food security, water, electricity and shelter continue to affect millions. This systematic brutality, perpetrated throughout the past seven decades of Israel’s colonialism, apartheid, pro-longed illegal belligerent occupation, persecution, and closure, is only possible because of the complicity of some governments and corporations around the world. Symbolic statements of condemnation alone will not put an end to this suffering. In accordance with the relevant rules of the ATT, States Parties have legal obligations to put an end to irresponsible and often complicit trade of conventional arms that undermines international peace and security, facilitates commission of egregious crimes, and threatens the international legal order. Under Article 6(3) of the ATT, States Parties undertook not to authorise any transfer of conventional arms if they have knowledge at the time of authorisation that arms or items would be used in the commission of genocide, crimes against humanity, grave breaches of the Geneva conventions of 1949, attacks directed against civilian objects or civilians protected as such, or other war crimes as defined by international agreements to which they are a Party. Under Articles 7 and 11, they undertook not to authorise any export of conventional arms, munitions, parts and components that would, inter alia, undermine peace and security or be used to commit serious violations of international humanitarian law and human rights law. It is clear that arms exports to Israel are inconsistent with these obligations. Invariably, Israel has shown that it uses arms to commit war crimes and crimes against humanity, as documented by countless United Nations bodies and civil society organisations worldwide. Military exports to Israel also clearly enabled, facilitated and maintained Israel’s decades-long settler-colonial and apartheid regime imposed over the Palestinian people as a whole. Similarly, arms imports from Israel are wholly inconsistent with obligations under the ATT. Israeli military and industry sources openly boast that their weapons and technologies are “combat proven” – in other words, field-tested on Palestinian civilians “human test subjects”. When States import Israeli arms, they are encouraging it to keep bombing Palestinian civilians and persist in its unlawful practices. No one –neither Israel, nor arms manufacturers in ATT States parties– should be allowed to profit from the killing or maiming of Palestinian civilians. It is thus abundantly clear that imposing a two-way arms embargo on Israel is both a legal and a moral obligation. ATT States Parties must immediately terminate any current, and prohibit any future transfers of conventional arms, munitions, parts and components referred to in Article 2(1), Article 3 or Article 4 of the ATT to Israel, until it ends its illegal belligerent occupation of the occupied Palestinian territory and complies fully with its obligations under international law. Pending such an embargo, all States must immediately suspend all transfers of military equipment, assistance and munitions to Israel. A failure to take these actions entails a heavy responsibility for the grave suffering of civilians – more deaths, more suffering, as thousands of Palestinian men, women and children continue to bear the brutality of a colonial belligerent occupying force– which would result in discrediting the ATT itself. It also renders States parties complicit in internationally wrongful acts through the aiding or abetting of international crimes. A failure in taking action could also result in invoking the individual criminal responsibility of individuals of these States for aiding and abetting the commission of war crimes and crimes against humanity in accordance with Article 25(3)(c) of the Rome Statute of the International Criminal Court. Justice will remain elusive so long as Israel’s unlawful occupation, settler-colonialism, apartheid regime, and persecution and institutionalised oppression of the Palestinian people are allowed to continue, and so long as States continue to be complicit in the occupying Power’s crimes by trading weapons with it. In conclusion, we believe that the ATT can make a difference in the Palestinian civilians’ lives. It has the potential, if implemented in good faith, to spare countless protected persons from suffering. If our call to stop leaving the Palestinian people behind when it comes to implementation of the ATT is ignored, the raison d'être of the ATT will be shattered. Joining organisations:

Interview with Salam Fayyad - To Act and Not to Fall
Yedioth Ahronoth (p. B4) by Nahum Barnea -- One of the few privileges enjoyed by an Israeli journalist is the privilege to drive to Ramallah in his car. Going to Ramallah is going abroad while remaining close to home. For Christmas and New Year, its main streets are lit with colored lights: Red, blue and golden. On Wednesday evening, the city was very quiet. The cars did not honk their horns. The muezzins did not issue calls for prayer. One of the members of the Fatah leadership called for a third Intifada in a gathering in Ramallah, but his words were carried away by the wind. This week belongs completely to Santa. PA Prime Minister Salam Fayyad had a vision: He would prove that the Palestinians were capable of governing themselves, instilling law and order, ensuring that their neighbors’ security was not harmed and meeting international standards of governance, and from here it would be a short road to establishing a Palestinian state. In the interim objectives, Fayyad succeeded. The situation in Ramallah, and in Area A in the West Bank as a whole, stands in his favor. In the final goal, however, he has failed. The Palestinian state was supposed to be established in 2011. On Wednesday we sat in his office, in the gleaming building of the Prime Minister’s Office in Ramallah. We took comfort in fresh dates, a gift from the United Arab Emirates. We knew one thing with certainty: It was not going to happen this year. You have decided, I said, to shift from dealing with the vision to dealing with maintenance. Do I understand you correctly? “You understand me well,” he said. “We were in the right direction. Things did not happen as we thought they would—but in one sense we are in a better situation than we were. We have proved that we can govern ourselves. The world understands that we deserve a state.” You expected momentum, I said. This did not happen. “That is correct,” he said. “The expectations did not materialize. The Arab Spring captured part of the attention. This was not the time for long-term negotiations. A debate began over stability in the Arab world, over the nature of the regimes. People in Europe and America dealt with economic problems. You can understand why Palestine was pushed off the agenda.” What is the lesson, I asked. “One issue has been erased,” he said. “The doubt as to whether we are ready. Other issues remain. The rule of Hamas in Gaza weakens us. Hamas is also a good excuse for those who don’t want us to reach a state. “Yesterday was a day like all other days, but for me it was an historic day. I met with the advisory committee of our bureau of statistics. A year and a half ago I met with them and demanded that a uniform code be applied to all the data that we present. They said it would take them five years, no less. I said to them, one year. Yesterday we were informed that the International Monetary Fund was going to approve our data. It has only been a year and a half. We will be the 70th state that has received approval—and we are not even a state.” There is an ironic aspect here, I said. As you have succeeded in calming the situation in the West Bank, you have helped remove the Palestinian struggle from the agenda. You have become taken for granted. “I hope not,” he said. “What is the alternative, violence? Absolutely not. I believe in the immense power of non-violence. Violence is not only immoral, it serves no purpose. “I say, let us ensure that the situation does not get worse, that it does not deteriorate. We have to act in order to keep from falling.” Like on a treadmill, I said. “Exactly,” he said. He thought, what steps could Netanyahu take to prevent a deterioration without suffering political harm. In other words, he tried to put himself in Netanyahu’s shoes. He has a list of five ideas. They are fairly modest. “Firstly,” he said, “Israel should act less harshly towards non-violent Palestinian demonstrations.” What do you mean, I asked. He listed the cases: A 70-year old man who was hit in the face by a tear gas canister at a demonstration in Nabi Saleh two weeks ago. The elderly man was killed. He was visiting his family. Or the two people who were killed in Kalandiya by IDF fire on the first day of Ramadan. “When a soldier mistakenly killed a settler south of Hebron, you changed the rules of engagement. The rules must also change for the Palestinians.” A debate is now being waged in Israel, I said, over the conduct towards right wing demonstrators. A demand is arising to impose tougher punishments. You are demanding more lenience. “I am only speaking about non-violent demonstrations,” he said. The settlers were the second item on his list. “Israel should deal better with the settler violence,” he said. “According to our statistics, it has risen steeply. Many Israelis say, why should we care. It is happening over the Green Line. And then it reaches you: You saw what happened in the mosque in Tuba Zangaria. “On Friday I visited the village Burkin, near Ramallah. They tried to attack the mosque—an insane act. We immediately repaired the damage. I thought to myself, we will take revenge on them. We won’t break our promise. Instead of destroying, we will build.” What we call, a proper Zionist response, I said. “There are a few things we have learned from you,” he said. “Netanyahu can use this to his advantage. He has moral justification.” He took action after the attack on the Ephraim Regional Brigade, I said. “Very good,” Fayyad said. “The third point is that the IDF should stop its infiltrations into Area A,” he said. “There is no military justification for these incursions. Anyone in the Israeli security establishment will tell you that the situation on the ground is better than ever before. When the IDF goes in, it harms us politically—it portrays us as contractors of the occupation.” There are more than a few Palestinians in exile who see you as a traitor, I said. He smiled. “Our intelligentsia in exile is detached,” he said. “This is their way of legitimizing the fact that they continue to live comfortably in London or Paris. I was in this situation. I know. “The fourth point is to permit the presence of Palestinian police outside Area A. Netanyahu will not pay a price for this. The settlers will not even know. “The fifth point is the transfer of funds that Israel collects for the PA. Previous governments made this a political matter. Netanyahu has gone beyond this. I know about at least three cases in which Netanyahu has gone to the security cabinet with proposals to freeze the funds, and changed his mind. He acts as if this were a game.” Not an Obstacle Will a Palestinian unity government be formed soon without you, I asked. Are we approaching the end of the Fayyad era? He hesitated whether to answer. “I have said repeatedly, I will not be an obstacle. Nevertheless, I am treated as an obstacle. Salam Fayyad is not the problem. He was never the problem.” Do Israelis have cause for concern due to the policy that a joint government with Hamas will adopt, I asked. His response was enlightening. “It is true that Hamas is now willing to join the demand to establish a state, but there are differences of opinion between us on many issues. “In my eyes, security has been and remains the number one issue. If a unity government is formed that is based on non-violence, this will be a good start. Without this, there will be no unity and no state. There must be a commitment to non-violence, both in the West Bank and in Gaza. “First of all, it has to be ensured that there is one military force, one weapon. There will be no militias. This is the basic demand from Hamas. And we must unite with Gaza. Not only because I care about the fate of the residents of Gaza, but because without the participations of 1.6 million Gazans there is no Palestinian state. “I expect an Israeli leader to stand up and say, if I am fated to choose between a Palestinian leadership that ensures security and a Palestinian leadership that says things that Israel wants to hear, I prefer security.” Don’t you ever think, I asked, that we have missed the boat: The two-state idea is dead? He sat up straight. “No,” he said, “our national duty is to be optimistic.”

A full transcript of President Abbas' address to the 66th session of the UN General Assembly in New York on Sept. 23, as released by the Palestinian Authority news agency. Mr. President of the General Assembly of the United Nations, Mr. Secretary-General of the United Nations, Excellencies, Ladies and Gentlemen, At the outset, I wish to extend my congratulations to H.E. Mr. Nassir Abdulaziz Al-Nasser on his assumption of the Presidency of the Assembly for this session, and wish him all success. I reaffirm today my sincere congratulations, on behalf of the Palestine Liberation Organization and the Palestinian people, to the government and people of South Sudan for its deserved admission as a full member of the United Nations, wishing them progress and prosperity. I also congratulate the Secretary-General, H.E. Mr. Ban Ki-moon, on his election for a new term at the helm of the United Nations. This renewal of confidence reflects the world’s appreciation for his efforts, which have strengthened the role of the United Nations. Excellencies, Ladies and Gentlemen, The Question of Palestine is intricately linked with the United Nations via the resolutions adopted by its various organs and agencies and via the essential and lauded role of the United Nations Relief and Works Agency for Palestine Refugees in the Near East - UNRWA - which embodies the international responsibility towards the plight of Palestine refugees, who are the victims of the Nakba (Catastrophe) that occurred in 1948. We aspire for and seek a greater and more effective role for the United Nations in working to achieve a just and comprehensive peace in our region that ensures the inalienable, legitimate national rights of the Palestinian people as defined by the resolutions of international legitimacy of the United Nations. Excellencies, Ladies and Gentlemen, A year ago, at this same time, distinguished leaders in this hall addressed the stalled peace efforts in our region. Everyone had high hopes for a new round of final status negotiations, which had begun in early September in Washington under the direct auspices of President Barack Obama and with participation of the Quartet, and with Egyptian and Jordanian participation, to reach a peace agreement within one year. We entered those negotiations with open hearts and attentive ears and sincere intentions, and we were ready with our documents, papers and proposals. But the negotiations broke down just weeks after their launch. After this, we did not give up and did not cease our efforts for initiatives and contacts. Over the past year we did not leave a door to be knocked or channel to be tested or path to be taken and we did not ignore any formal or informal party of influence and stature to be addressed. We positively considered the various ideas and proposals and initiatives presented from many countries and parties. But all of these sincere efforts and endeavors undertaken by international parties were repeatedly wrecked by the positions of the Israeli government, which quickly dashed the hopes raised by the launch of negotiations last September. The core issue here is that the Israeli government refuses to commit to terms of reference for the negotiations that are based on international law and United Nations resolutions, and that it frantically continues to intensify building of settlements on the territory of the State of Palestine. Settlement activities embody the core of the policy of colonial military occupation of the land of the Palestinian people and all of the brutality of aggression and racial discrimination against our people that this policy entails. This policy, which constitutes a breach of international humanitarian law and United Nations resolutions, is the primary cause for the failure of the peace process, the collapse of dozens of opportunities, and the burial of the great hopes that arose from the signing of the Declaration of Principles in 1993 between the Palestine Liberation Organization and Israel to achieve a just peace that would begin a new era for our region. The reports of United Nations missions as well as by several Israeli institutions and civil societies convey a horrific picture about the size of the settlement campaign, which the Israeli government does not hesitate to boast about and which it continues to execute through the systematic confiscation of the Palestinian lands and the construction of thousands of new settlement units in various areas of the West Bank, particularly in East Jerusalem, and accelerated construction of the annexation Wall that is eating up large tracts of our land, dividing it into separate and isolated islands and cantons, destroying family life and communities and the livelihoods of tens of thousands of families. The occupying Power also continues to refuse permits for our people to build in Occupied East Jerusalem, at the same time that it intensifies its decades-long campaign of demolition and confiscation of homes, displacing Palestinian owners and residents under a multi-pronged policy of ethnic cleansing aimed at pushing them away from their ancestral homeland. In addition, orders have been issued to deport elected representatives from the city of Jerusalem. The occupying Power also continues to undertake excavations that threaten our holy places, and its military checkpoints prevent our citizens from getting access to their mosques and churches, and it continues to besiege the Holy City with a ring of settlements imposed to separate the Holy City from the rest of the Palestinian cities. The occupation is racing against time to redraw the borders on our land according to what it wants and to impose a fait accompli on the ground that changes the realities and that is undermining the realistic potential for the existence of the State of Palestine. At the same time, the occupying Power continues to impose its blockade on the Gaza Strip and to target Palestinian civilians by assassinations, air strikes and artillery shelling, persisting with its war of aggression of three years ago on Gaza, which resulted in massive destruction of homes, schools, hospitals, and mosques, and the thousands of martyrs and wounded. The occupying Power also continues its incursions in areas of the Palestinian National Authority through raids, arrests and killings at the checkpoints. In recent years, the criminal actions of armed settler militias, who enjoy the special protection of the occupation army, has intensified with the perpetration of frequent attacks against our people, targeting their homes, schools, universities, mosques, fields, crops and trees. Despite our repeated warnings, the occupying Power has not acted to curb these attacks and we hold them fully responsible for the crimes of the settlers. These are just a few examples of the policy of the Israeli colonial settlement occupation, and this policy is responsible for the continued failure of the successive international attempts to salvage the peace process. This policy will destroy the chances of achieving a two-State solution upon which there is an international consensus, and here I caution aloud: This settlement policy threatens to also undermine the structure of the Palestinian National Authority and even end its existence. In addition, we now face the imposition new conditions not previously raised, conditions that will transform the raging conflict in our inflamed region into a religious conflict and a threat to the future of a million and a half Christian and Muslim Palestinians, citizens of Israel, a matter which we reject and which is impossible for us to accept being dragged into. All of these actions taken by Israel in our country are unilateral actions and are not based on any earlier agreements. Indeed, what we witness is a selective application of the agreements aimed at perpetuating the occupation. Israel reoccupied the cities of the West Bank by a unilateral action, and reestablished the civil and military occupation by a unilateral action, and it is the one that determines whether or not a Palestinian citizen has the right to reside in any part of the Palestinian Territory. And it is confiscating our land and our water and obstructing our movement as well as the movement of goods. And it is the one obstructing our whole destiny. All of this is unilateral. Excellencies, Ladies and Gentlemen, In 1974, our deceased leader Yasser Arafat came to this hall and assured the Members of the General Assembly of our affirmative pursuit for peace, urging the United Nations to realize the inalienable national rights of the Palestinian people, stating: “Do not let the olive branch fall from my hand”. In 1988, President Arafat again addressed the General Assembly, which convened in Geneva to hear him, where he submitted the Palestinian peace program adopted by the Palestine National Council at its session held that year in Algeria. When we adopted this program, we were taking a painful and very difficult step for all of us, especially those, including myself, who were forced to leave their homes and their towns and villages, carrying only some of our belongings and our grief and our memories and the keys of our homes to the camps of exile and the Diaspora in the 1948 Al-Nakba, one of the worst operations of uprooting, destruction and removal of a vibrant and cohesive society that had been contributing in a pioneering and leading way in the cultural, educational and economic renaissance of the Arab Middle East. Yet, because we believe in peace and because of our conviction in international legitimacy, and because we had the courage to make difficult decisions for our people, and in the absence of absolute justice, we decided to adopt the path of relative justice - justice that is possible and could correct part of the grave historical injustice committed against our people. Thus, we agreed to establish the State of Palestine on only 22% of the territory of historical Palestine - on all the Palestinian Territory occupied by Israel in 1967. We, by taking that historic step, which was welcomed by the States of the world, made a major concession in order to achieve a historic compromise that would allow peace to be made in the land of peace. In the years that followed - from the Madrid Conference and the Washington negotiations leading to the Oslo agreement, which was signed 18 years ago in the garden of the White House and was linked with the letters of mutual recognition between the PLO and Israel, we persevered and dealt positively and responsibly with all efforts aimed at the achievement of a lasting peace agreement. Yet, as we said earlier, every initiative and every conference and every new round of negotiations and every movement was shattered on the rock of the Israeli settlement expansion project. Excellencies, Ladies and Gentlemen, I confirm, on behalf of the Palestine Liberation Organization, the sole legitimate representative of the Palestinian people, which will remain so until the end of the conflict in all its aspects and until the resolution of all final status issues, the following: 1. The goal of the Palestinian people is the realization of their inalienable national rights in their independent State of Palestine, with East Jerusalem as its capital, on all the land of the West Bank, including East Jerusalem, and the Gaza Strip, which Israel occupied in the June 1967 war, in conformity with the resolutions of international legitimacy and with the achievement of a just and agreed upon solution to the Palestine refugee issue in accordance with resolution 194, as stipulated in the Arab Peace Initiative which presented the consensus Arab vision to resolve the core the Arab-Israeli conflict and to achieve a just and comprehensive peace. To this we adhere and this is what we are working to achieve. Achieving this desired peace also requires the release of political prisoners and detainees in Israeli prisons without delay. 2. The PLO and the Palestinian people adhere to the renouncement of violence and rejection and condemning of terrorism in all its forms, especially State terrorism, and adhere to all agreements signed between the Palestine Liberation Organization and Israel. 3. We adhere to the option of negotiating a lasting solution to the conflict in accordance with resolutions of international legitimacy. Here, I declare that the Palestine Liberation Organization is ready to return immediately to the negotiating table on the basis of the adopted terms of reference based on international legitimacy and a complete cessation of settlement activities. 4. Our people will continue their popular peaceful resistance to the Israeli occupation and its settlement and apartheid policies and its construction of the racist annexation Wall, and they receive support for their resistance, which is consistent with international humanitarian law and international conventions and has the support of peace activists from Israel and around the world, reflecting an impressive, inspiring and courageous example of the strength of this defenseless people, armed only with their dreams, courage, hope and slogans in the face of bullets, tanks, tear gas and bulldozers. 5. When we bring our plight and our case to this international podium, it is a confirmation of our reliance on the political and diplomatic option and is a confirmation that we do not undertake unilateral steps. Our efforts are not aimed at isolating Israel or de-legitimizing it; rather we want to gain legitimacy for the cause of the people of Palestine. We only aim to de-legitimize the settlement activities and the occupation and apartheid and the logic of ruthless force, and we believe that all the countries of the world stand with us in this regard. I am here to say on behalf of the Palestinian people and the Palestine Liberation Organization: We extend our hands to the Israeli government and the Israeli people for peace-making. I say to them: Let us urgently build together a future for our children where they can enjoy freedom, security and prosperity. Let us build the bridges of dialogue instead of checkpoints and walls of separation, and build cooperative relations based on parity and equity between two neighboring States - Palestine and Israel - instead of policies of occupation, settlement, war and eliminating the other. Excellencies, Ladies and Gentlemen, Despite the unquestionable right of our people to self-determination and to the independence of our State as stipulated in international resolutions, we have accepted in the past few years to engage in what appeared to be a test of our worthiness, entitlement and eligibility. During the last two years our national authority has implemented a program to build our State institutions. Despite the extraordinary situation and the Israeli obstacles imposed, a serious extensive project was launched that has included the implementation of plans to enhance and advance the judiciary and the apparatus for maintenance of order and security, to develop the administrative, financial, and oversight systems, to upgrade the performance of institutions, and to enhance self-reliance to reduce the need for foreign aid. With the thankful support of Arab countries and donors from friendly countries, a number of large infrastructure projects have been implemented, focused on various aspects of service, with special attention to rural and marginalized areas. In the midst of this massive national project, we have been strengthening what we seeking to be the features of our State: from the preservation of security for the citizen and public order; to the promotion of judicial authority and rule of law; to strengthening the role of women via legislation, laws and participation; to ensuring the protection of public freedoms and strengthening the role of civil society institutions; to institutionalizing rules and regulations for ensuring accountability and transparency in the work of our Ministries and departments; to entrenching the pillars of democracy as the basis for the Palestinian political life. When division struck the unity of our homeland, people and institutions, we were determined to adopt dialogue for restoration of our unity. We succeeded months ago in achieving national reconciliation and we hope that its implementation will be accelerated in the coming weeks. The core pillar of this reconciliation was to turn to the people through legislative and presidential elections within a year, because the State we want will be a State characterized by the rule of law, democratic exercise and protection of the freedoms and equality of all citizens without any discrimination and the transfer of power through the ballot box. The reports issued recently by the United Nations, the World Bank, the Ad Hoc Liaison Committee (AHLC) and the International Monetary Fund confirm and laud what has been accomplished, considering it a remarkable and unprecedented model. The consensus conclusion by the AHLC a few days ago here described what has been accomplished as a “remarkable international success story” and confirmed the readiness of the Palestinian people and their institutions for the immediate independence of the State of Palestine. Excellencies, Ladies and Gentlemen, It is no longer possible to redress the issue of the blockage of the horizon of the peace talks with the same means and methods that have been repeatedly tried and proven unsuccessful over the past years. The crisis is far too deep to be neglected, and what is more dangerous are attempts to simply circumvent it or postpone its explosion. It is neither possible, nor practical, nor acceptable to return to conducting business as usual, as if everything is fine. It is futile to go into negotiations without clear parameters and in the absence of credibility and a specific timetable. Negotiations will be meaningless as long as the occupation army on the ground continues to entrench its occupation, instead of rolling it back, and continues to change the demography of our country in order to create a new basis on which to alter the borders. Excellencies, Ladies and Gentlemen, It is a moment of truth and my people are waiting to hear the answer of the world. Will it allow Israel to continue its occupation, the only occupation in the world? Will it allow Israel to remain a State above the law and accountability? Will it allow Israel to continue rejecting the resolutions of the Security Council and the General Assembly of the United Nations and the International Court of Justice and the positions of the overwhelming majority of countries in the world? Excellencies, Ladies and Gentlemen, I come before you today from the Holy Land, the land of Palestine, the land of divine messages, ascension of the Prophet Muhammad (peace be upon him) and the birthplace of Jesus Christ (peace be upon him), to speak on behalf of the Palestinian people in the homeland and in the the Diaspora, to say, after 63 years of suffering of the ongoing Nakba: Enough. It is time for the Palestinian people to gain their freedom and independence. The time has come to end the suffering and the plight of millions of Palestine refugees in the homeland and the Diaspora, to end their displacement and to realize their rights, some of them forced to take refuge more than once in different places of the world. At a time when the Arab peoples affirm their quest for democracy - the Arab Spring - the time is now for the Palestinian Spring, the time for independence. The time has come for our men, women and children to live normal lives, for them to be able to sleep without waiting for the worst that the next day will bring; for mothers to be assured that their children will return home without fear of suffering killing, arrest or humiliation; for students to be able to go to their schools and universities without checkpoints obstructing them. The time has come for sick people to be able to reach hospitals normally, and for our farmers to be able to take care of their good land without fear of the occupation seizing the land and its water, which the wall prevents access to, or fear of the settlers, for whom settlements are being built on our land and who are uprooting and burning the olive trees that have existed for hundreds of years. The time has come for the thousands of prisoners to be released from the prisons to return to their families and their children to become a part of building their homeland, for the freedom of which they have sacrificed. My people desire to exercise their right to enjoy a normal life like the rest of humanity. They believe what the great poet Mahmoud Darwish said: Standing here, staying here, permanent here, eternal here, and we have one goal, one, one: to be. Excellencies, Ladies and Gentlemen, We profoundly appreciate and value the positions of all States that have supported our struggle and our rights and recognized the State of Palestine following the Declaration of Independence in 1988, as well as the countries that have recently recognized the State of Palestine and those that have upgraded the level of Palestine’s representation in their capitals. I also salute the Secretary-General, who said a few days ago that the Palestinian State should have been established years ago. Be assured that this support for our people is more valuable to them than you can imagine, for it makes them feel that someone is listening to their narrative and that their tragedy and the horrors of Al-Nakba and the occupation, from which they have so suffered, are not being ignored. And, it reinforces their hope that stems from the belief that justice is possible in this in this world. The loss of hope is the most ferocious enemy of peace and despair is the strongest ally of extremism. I say: The time has come for my courageous and proud people, after decades of displacement and colonial occupation and ceaseless suffering, to live like other peoples of the earth, free in a sovereign and independent homeland. Excellencies, Ladies and Gentlemen, I would like to inform you that, before delivering this statement, I submitted, in my capacity as the President of the State of Palestine and Chairman of the Executive Committee of the Palestine Liberation Organization, to H.E. Mr. Ban Ki-moon, Secretary-General of the United Nations, an application for the admission of Palestine on the basis of the 4 June 1967 borders, with Al-Quds Al-Sharif as its capital, as a full member of the United Nations. I call upon Mr. Secretary-General to expedite transmittal of our request to the Security Council, and I call upon the distinguished members of the Security Council to vote in favor of our full membership. I also call upon the States that did not recognized the State of Palestine as yet to do so. Excellencies, Ladies and Gentlemen, The support of the countries of the world for our endeavor is a victory for truth,freedom, justice, law and international legitimacy, and it provides tremendous support for the peace option and enhances the chances of success of the negotiations. Excellencies, Ladies and Gentlemen, Your support for the establishment of the State of Palestine and for its admission to the United Nations as a full member is the greatest contribution to peacemaking in the Holy Land. An Open Letter to President Obama from a Palestinian Christian
I read your speeches to the State Department on May 19 and to AIPAC on May 22, 2011with dismay! Disingenuousness and exceptionalism form the basis of your rhetoric to appease Israel and its friends in the United States and such a stance is not conducive to understanding and peace. Mr. Obama, you propose to “maintain Israel’s qualitative military edge” and “remain committed to preventing Iran from acquiring nuclear weapons” yet you propose a demilitarized Palestine and an Israel armed with nuclear weapons. You “will stand up to groups like Hezbollah who exercise political assassination, and seek to impose their will through rockets and car bombs” but yet you allow Israel to terrorize, assassinate, and kill thousands of Palestinians annually. You are “unwavering in our [United States] support of Israel’s security” but yet do not seem to be aware that it is the Palestinians who desperately need security from Israel’s aggression. You “will hold the Palestinians accountable for their actions and their rhetoric” but yet allow Israel free reign in terrorizing Palestinians – demolishing their homes and taking more of the supposed remaining 22% of Palestine for more Jewish only settlements on Palestinian land. I agree that “strategies of repression and diversion won't work anymore”. It is about time that you offer concrete and viable alternatives to Israel’s repression of Palestinians both in the West Bank, Gaza, East Jerusalem, and within Israel. Pursuing the never ending Arab-Israel peace process has always been used by Israel as additional time to expropriate more of Palestinian lands. You “once again call on Hamas to release Gilad Shalit, who has been kept from his family for five long years” but you do not seem to care about the thousands of Palestinian men women, and children who are in Israeli prisons and who regularly undergo torture. You say that “Israel cannot be expected to negotiate with Palestinians who do not recognize its right to exist” even though Palestinians and many groups have done exactly that on many occasions. You “will continue to demand that Hamas accept the basic responsibilities of peace: recognizing Israel’s right to exist, rejecting violence, and adhering to all existing agreements” but yet you do not require the same of Israel who has violated international law, countless UN Security Council resolutions, and who does not recognize Palestine as a state. You demand that Hamas must recognize Israel’s right to exist. No state in the world insists on its “right” to exist. Israel further wants to be recognized as a Jewish state. This is a racist notion as it automatically relegates the 22% of its Christian and Muslim citizens to second rate status. Furthermore, only states recognize each other. Hamas is a political party and not a state. Mr. President, why do you not ask Israel to recognize Palestine? For all those who continually affirm Israel’s “right” to exist or who insist that Palestinians must recognize Israel’s “right” to exist and even now to recognize Israel’s “right to exist as a Jewish state”, I say that what is being asked is approval of the destruction of the Palestinian homeland and the continued subjugation of an entire people. It tells all Palestinians that it was “right” to terrorize, massacre and dispossess them in 1947-48. The ethnic cleansing of Palestinians both within the 1949 armistice lines was deemed necessary so that a state free of Palestinians be formed. A further sequel to this wish is the continued dispossession of Palestinians both within Israel and the occupied Palestinian territories. The governments of Israel and the United States must acknowledge the wrongs against the Palestinian people in forming the state of Israel. The partition plan in 1947 was against the wishes of the majority of Palestine’s inhabitants, and the subsequent deprivation of their inalienable right to self determination, to home, and country are wrongs that must be acknowledged. To continually affirm that Israel has a “right” to exist is to affirm the morally objectionable tactic of ethnic cleansing of Palestinians employed in its formation in 1948, in 1967, and continuing to this day. You proclaim that “the United States will never abandon our support for those rights that are universal” and that you have “respect for the rights of minorities” in the Middle East; however we do not hear you ask for the human and civil rights of the Christians and Muslims in Israel and in the rest of what is left of Palestine! You say that “prosperity also requires tearing down walls that stand in the way of progress” but I do not hear you demand that Israel remove the separation barrier (wall/fence) built on Palestinian lands. Mr. President, you claim that “the United States wishes to promote reform across the region, and to support transitions to democracy”, yet the United States and Israel through economic measures brought about the downfall of a democratically and fairly elected government in the Palestinian territories in 2006. Mr. Obama, in claiming that antagonism toward Israel is used as a means to redirect Middle Easterner’s grievances away from their governments, ignores the facts on the ground. There are real grievances such as the past ethnic cleansing of Palestinians from their country; the continued land grab to build Jewish only settlements on Palestinian land, contrary to international law; the brutal occupation of the Palestinians’ territories, the daily terror that Palestinian children experience particularly in Gaza; and the daily humiliation of Palestinian parents under occupation. Mr. President, you demonize Palestinians by saying that they teach their children to hate and are terrorists but ignore the rampant hatred and racism exhibited by Israelis. On the issue of terrorism, it is Israel that kills many more Palestinians. Violence is intolerable, but both must stop the violence: Palestinians should stop resorting to stones and homemade rockets and the Israeli army should stop using its mighty and modern arsenal to bomb and shoot Palestinians including unarmed, peaceful resisters. Mr. Obama, you think that the Palestinian people must have the right to govern themselves and reach their potential, in a sovereign and contiguous state, but at the same time you characterize the Palestinian’s wish for a country of their own as a ‘symbolic’ action and a wish to isolate and delegitimize Israel. This discordant talk betrays a lack of evenhandedness which is also demonstrated by all too frequent United States vetoes in the United Nations Security Council in defense of Israel’s flouting of international laws. Mr. President, when will you hear the anguished cry of Palestinians yearning to be free from occupation of their country? The majority of the Israeli and Palestinian people just want a normal life. They can be helped only with a firm commitment to the truth, to justice, and to reconciliation. With the beliefs and statements in your speeches to the State Department and to AIPAC, Mr. President, how can you be an agent for peace? Remarks by the President on the Middle East and North Africa
THE PRESIDENT: Thank you. Thank you. (Applause.) Thank you very much. Thank you. Please, have a seat. Thank you very much. I want to begin by thanking Hillary Clinton, who has traveled so much these last six months that she is approaching a new landmark -- one million frequent flyer miles. (Laughter.) I count on Hillary every single day, and I believe that she will go down as one of the finest Secretaries of State in our nation’s history. The State Department is a fitting venue to mark a new chapter in American diplomacy. For six months, we have witnessed an extraordinary change taking place in the Middle East and North Africa. Square by square, town by town, country by country, the people have risen up to demand their basic human rights. Two leaders have stepped aside. More may follow. And though these countries may be a great distance from our shores, we know that our own future is bound to this region by the forces of economics and security, by history and by faith. Today, I want to talk about this change -- the forces that are driving it and how we can respond in a way that advances our values and strengthens our security. Now, already, we’ve done much to shift our foreign policy following a decade defined by two costly conflicts. After years of war in Iraq, we’ve removed 100,000 American troops and ended our combat mission there. In Afghanistan, we’ve broken the Taliban’s momentum, and this July we will begin to bring our troops home and continue a transition to Afghan lead. And after years of war against al Qaeda and its affiliates, we have dealt al Qaeda a huge blow by killing its leader, Osama bin Laden. Bin Laden was no martyr. He was a mass murderer who offered a message of hate –- an insistence that Muslims had to take up arms against the West, and that violence against men, women and children was the only path to change. He rejected democracy and individual rights for Muslims in favor of violent extremism; his agenda focused on what he could destroy -– not what he could build. Bin Laden and his murderous vision won some adherents. But even before his death, al Qaeda was losing its struggle for relevance, as the overwhelming majority of people saw that the slaughter of innocents did not answer their cries for a better life. By the time we found bin Laden, al Qaeda’s agenda had come to be seen by the vast majority of the region as a dead end, and the people of the Middle East and North Africa had taken their future into their own hands. That story of self-determination began six months ago in Tunisia. On December 17th, a young vendor named Mohammed Bouazizi was devastated when a police officer confiscated his cart. This was not unique. It’s the same kind of humiliation that takes place every day in many parts of the world -– the relentless tyranny of governments that deny their citizens dignity. Only this time, something different happened. After local officials refused to hear his complaints, this young man, who had never been particularly active in politics, went to the headquarters of the provincial government, doused himself in fuel, and lit himself on fire. There are times in the course of history when the actions of ordinary citizens spark movements for change because they speak to a longing for freedom that has been building up for years. In America, think of the defiance of those patriots in Boston who refused to pay taxes to a King, or the dignity of Rosa Parks as she sat courageously in her seat. So it was in Tunisia, as that vendor’s act of desperation tapped into the frustration felt throughout the country. Hundreds of protesters took to the streets, then thousands. And in the face of batons and sometimes bullets, they refused to go home –- day after day, week after week -- until a dictator of more than two decades finally left power. The story of this revolution, and the ones that followed, should not have come as a surprise. The nations of the Middle East and North Africa won their independence long ago, but in too many places their people did not. In too many countries, power has been concentrated in the hands of a few. In too many countries, a citizen like that young vendor had nowhere to turn -– no honest judiciary to hear his case; no independent media to give him voice; no credible political party to represent his views; no free and fair election where he could choose his leader. And this lack of self-determination –- the chance to make your life what you will –- has applied to the region’s economy as well. Yes, some nations are blessed with wealth in oil and gas, and that has led to pockets of prosperity. But in a global economy based on knowledge, based on innovation, no development strategy can be based solely upon what comes out of the ground. Nor can people reach their potential when you cannot start a business without paying a bribe. In the face of these challenges, too many leaders in the region tried to direct their people’s grievances elsewhere. The West was blamed as the source of all ills, a half-century after the end of colonialism. Antagonism toward Israel became the only acceptable outlet for political expression. Divisions of tribe, ethnicity and religious sect were manipulated as a means of holding on to power, or taking it away from somebody else. But the events of the past six months show us that strategies of repression and strategies of diversion will not work anymore. Satellite television and the Internet provide a window into the wider world -– a world of astonishing progress in places like India and Indonesia and Brazil. Cell phones and social networks allow young people to connect and organize like never before. And so a new generation has emerged. And their voices tell us that change cannot be denied. In Cairo, we heard the voice of the young mother who said, “It’s like I can finally breathe fresh air for the first time.” In Sanaa, we heard the students who chanted, “The night must come to an end.” In Benghazi, we heard the engineer who said, “Our words are free now. It’s a feeling you can’t explain.” In Damascus, we heard the young man who said, “After the first yelling, the first shout, you feel dignity.” Those shouts of human dignity are being heard across the region. And through the moral force of nonviolence, the people of the region have achieved more change in six months than terrorists have accomplished in decades. Of course, change of this magnitude does not come easily. In our day and age -– a time of 24-hour news cycles and constant communication –- people expect the transformation of the region to be resolved in a matter of weeks. But it will be years before this story reaches its end. Along the way, there will be good days and there will bad days. In some places, change will be swift; in others, gradual. And as we’ve already seen, calls for change may give way, in some cases, to fierce contests for power. The question before us is what role America will play as this story unfolds. For decades, the United States has pursued a set of core interests in the region: countering terrorism and stopping the spread of nuclear weapons; securing the free flow of commerce and safe-guarding the security of the region; standing up for Israel’s security and pursuing Arab-Israeli peace. We will continue to do these things, with the firm belief that America’s interests are not hostile to people’s hopes; they’re essential to them. We believe that no one benefits from a nuclear arms race in the region, or al Qaeda’s brutal attacks. We believe people everywhere would see their economies crippled by a cut-off in energy supplies. As we did in the Gulf War, we will not tolerate aggression across borders, and we will keep our commitments to friends and partners. Yet we must acknowledge that a strategy based solely upon the narrow pursuit of these interests will not fill an empty stomach or allow someone to speak their mind. Moreover, failure to speak to the broader aspirations of ordinary people will only feed the suspicion that has festered for years that the United States pursues our interests at their expense. Given that this mistrust runs both ways –- as Americans have been seared by hostage-taking and violent rhetoric and terrorist attacks that have killed thousands of our citizens -– a failure to change our approach threatens a deepening spiral of division between the United States and the Arab world. And that’s why, two years ago in Cairo, I began to broaden our engagement based upon mutual interests and mutual respect. I believed then -– and I believe now -– that we have a stake not just in the stability of nations, but in the self-determination of individuals. The status quo is not sustainable. Societies held together by fear and repression may offer the illusion of stability for a time, but they are built upon fault lines that will eventually tear asunder. So we face a historic opportunity. We have the chance to show that America values the dignity of the street vendor in Tunisia more than the raw power of the dictator. There must be no doubt that the United States of America welcomes change that advances self-determination and opportunity. Yes, there will be perils that accompany this moment of promise. But after decades of accepting the world as it is in the region, we have a chance to pursue the world as it should be. Of course, as we do, we must proceed with a sense of humility. It’s not America that put people into the streets of Tunis or Cairo -– it was the people themselves who launched these movements, and it’s the people themselves that must ultimately determine their outcome. Not every country will follow our particular form of representative democracy, and there will be times when our short-term interests don’t align perfectly with our long-term vision for the region. But we can, and we will, speak out for a set of core principles –- principles that have guided our response to the events over the past six months: The United States opposes the use of violence and repression against the people of the region. (Applause.) The United States supports a set of universal rights. And these rights include free speech, the freedom of peaceful assembly, the freedom of religion, equality for men and women under the rule of law, and the right to choose your own leaders -– whether you live in Baghdad or Damascus, Sanaa or Tehran. And we support political and economic reform in the Middle East and North Africa that can meet the legitimate aspirations of ordinary people throughout the region. Our support for these principles is not a secondary interest. Today I want to make it clear that it is a top priority that must be translated into concrete actions, and supported by all of the diplomatic, economic and strategic tools at our disposal. Let me be specific. First, it will be the policy of the United States to promote reform across the region, and to support transitions to democracy. That effort begins in Egypt and Tunisia, where the stakes are high -– as Tunisia was at the vanguard of this democratic wave, and Egypt is both a longstanding partner and the Arab world’s largest nation. Both nations can set a strong example through free and fair elections, a vibrant civil society, accountable and effective democratic institutions, and responsible regional leadership. But our support must also extend to nations where transitions have yet to take place. Unfortunately, in too many countries, calls for change have thus far been answered by violence. The most extreme example is Libya, where Muammar Qaddafi launched a war against his own people, promising to hunt them down like rats. As I said when the United States joined an international coalition to intervene, we cannot prevent every injustice perpetrated by a regime against its people, and we have learned from our experience in Iraq just how costly and difficult it is to try to impose regime change by force -– no matter how well-intentioned it may be. But in Libya, we saw the prospect of imminent massacre, we had a mandate for action, and heard the Libyan people’s call for help. Had we not acted along with our NATO allies and regional coalition partners, thousands would have been killed. The message would have been clear: Keep power by killing as many people as it takes. Now, time is working against Qaddafi. He does not have control over his country. The opposition has organized a legitimate and credible Interim Council. And when Qaddafi inevitably leaves or is forced from power, decades of provocation will come to an end, and the transition to a democratic Libya can proceed. While Libya has faced violence on the greatest scale, it’s not the only place where leaders have turned to repression to remain in power. Most recently, the Syrian regime has chosen the path of murder and the mass arrests of its citizens. The United States has condemned these actions, and working with the international community we have stepped up our sanctions on the Syrian regime –- including sanctions announced yesterday on President Assad and those around him. The Syrian people have shown their courage in demanding a transition to democracy. President Assad now has a choice: He can lead that transition, or get out of the way. The Syrian government must stop shooting demonstrators and allow peaceful protests. It must release political prisoners and stop unjust arrests. It must allow human rights monitors to have access to cities like Dara’a; and start a serious dialogue to advance a democratic transition. Otherwise, President Assad and his regime will continue to be challenged from within and will continue to be isolated abroad. So far, Syria has followed its Iranian ally, seeking assistance from Tehran in the tactics of suppression. And this speaks to the hypocrisy of the Iranian regime, which says it stand for the rights of protesters abroad, yet represses its own people at home. Let’s remember that the first peaceful protests in the region were in the streets of Tehran, where the government brutalized women and men, and threw innocent people into jail. We still hear the chants echo from the rooftops of Tehran. The image of a young woman dying in the streets is still seared in our memory. And we will continue to insist that the Iranian people deserve their universal rights, and a government that does not smother their aspirations. Now, our opposition to Iran’s intolerance and Iran’s repressive measures, as well as its illicit nuclear program and its support of terror, is well known. But if America is to be credible, we must acknowledge that at times our friends in the region have not all reacted to the demands for consistent change -- with change that’s consistent with the principles that I’ve outlined today. That’s true in Yemen, where President Saleh needs to follow through on his commitment to transfer power. And that’s true today in Bahrain. Bahrain is a longstanding partner, and we are committed to its security. We recognize that Iran has tried to take advantage of the turmoil there, and that the Bahraini government has a legitimate interest in the rule of law. Nevertheless, we have insisted both publicly and privately that mass arrests and brute force are at odds with the universal rights of Bahrain’s citizens, and we will -- and such steps will not make legitimate calls for reform go away. The only way forward is for the government and opposition to engage in a dialogue, and you can’t have a real dialogue when parts of the peaceful opposition are in jail. (Applause.) The government must create the conditions for dialogue, and the opposition must participate to forge a just future for all Bahrainis. Indeed, one of the broader lessons to be drawn from this period is that sectarian divides need not lead to conflict. In Iraq, we see the promise of a multiethnic, multisectarian democracy. The Iraqi people have rejected the perils of political violence in favor of a democratic process, even as they’ve taken full responsibility for their own security. Of course, like all new democracies, they will face setbacks. But Iraq is poised to play a key role in the region if it continues its peaceful progress. And as they do, we will be proud to stand with them as a steadfast partner. So in the months ahead, America must use all our influence to encourage reform in the region. Even as we acknowledge that each country is different, we need to speak honestly about the principles that we believe in, with friend and foe alike. Our message is simple: If you take the risks that reform entails, you will have the full support of the United States. We must also build on our efforts to broaden our engagement beyond elites, so that we reach the people who will shape the future -– particularly young people. We will continue to make good on the commitments that I made in Cairo -– to build networks of entrepreneurs and expand exchanges in education, to foster cooperation in science and technology, and combat disease. Across the region, we intend to provide assistance to civil society, including those that may not be officially sanctioned, and who speak uncomfortable truths. And we will use the technology to connect with -– and listen to –- the voices of the people. For the fact is, real reform does not come at the ballot box alone. Through our efforts we must support those basic rights to speak your mind and access information. We will support open access to the Internet, and the right of journalists to be heard -– whether it’s a big news organization or a lone blogger. In the 21st century, information is power, the truth cannot be hidden, and the legitimacy of governments will ultimately depend on active and informed citizens. Such open discourse is important even if what is said does not square with our worldview. Let me be clear, America respects the right of all peaceful and law-abiding voices to be heard, even if we disagree with them. And sometimes we profoundly disagree with them. We look forward to working with all who embrace genuine and inclusive democracy. What we will oppose is an attempt by any group to restrict the rights of others, and to hold power through coercion and not consent. Because democracy depends not only on elections, but also strong and accountable institutions, and the respect for the rights of minorities. Such tolerance is particularly important when it comes to religion. In Tahrir Square, we heard Egyptians from all walks of life chant, “Muslims, Christians, we are one.” America will work to see that this spirit prevails -– that all faiths are respected, and that bridges are built among them. In a region that was the birthplace of three world religions, intolerance can lead only to suffering and stagnation. And for this season of change to succeed, Coptic Christians must have the right to worship freely in Cairo, just as Shia must never have their mosques destroyed in Bahrain. What is true for religious minorities is also true when it comes to the rights of women. History shows that countries are more prosperous and more peaceful when women are empowered. And that’s why we will continue to insist that universal rights apply to women as well as men -– by focusing assistance on child and maternal health; by helping women to teach, or start a business; by standing up for the right of women to have their voices heard, and to run for office. The region will never reach its full potential when more than half of its population is prevented from achieving their full potential. (Applause.) Now, even as we promote political reform, even as we promote human rights in the region, our efforts can’t stop there. So the second way that we must support positive change in the region is through our efforts to advance economic development for nations that are transitioning to democracy. After all, politics alone has not put protesters into the streets. The tipping point for so many people is the more constant concern of putting food on the table and providing for a family. Too many people in the region wake up with few expectations other than making it through the day, perhaps hoping that their luck will change. Throughout the region, many young people have a solid education, but closed economies leave them unable to find a job. Entrepreneurs are brimming with ideas, but corruption leaves them unable to profit from those ideas. The greatest untapped resource in the Middle East and North Africa is the talent of its people. In the recent protests, we see that talent on display, as people harness technology to move the world. It’s no coincidence that one of the leaders of Tahrir Square was an executive for Google. That energy now needs to be channeled, in country after country, so that economic growth can solidify the accomplishments of the street. For just as democratic revolutions can be triggered by a lack of individual opportunity, successful democratic transitions depend upon an expansion of growth and broad-based prosperity. So, drawing from what we’ve learned around the world, we think it’s important to focus on trade, not just aid; on investment, not just assistance. The goal must be a model in which protectionism gives way to openness, the reigns of commerce pass from the few to the many, and the economy generates jobs for the young. America’s support for democracy will therefore be based on ensuring financial stability, promoting reform, and integrating competitive markets with each other and the global economy. And we’re going to start with Tunisia and Egypt. First, we’ve asked the World Bank and the International Monetary Fund to present a plan at next week’s G8 summit for what needs to be done to stabilize and modernize the economies of Tunisia and Egypt. Together, we must help them recover from the disruptions of their democratic upheaval, and support the governments that will be elected later this year. And we are urging other countries to help Egypt and Tunisia meet its near-term financial needs. Second, we do not want a democratic Egypt to be saddled by the debts of its past. So we will relieve a democratic Egypt of up to $1 billion in debt, and work with our Egyptian partners to invest these resources to foster growth and entrepreneurship. We will help Egypt regain access to markets by guaranteeing $1 billion in borrowing that is needed to finance infrastructure and job creation. And we will help newly democratic governments recover assets that were stolen. Third, we’re working with Congress to create Enterprise Funds to invest in Tunisia and Egypt. And these will be modeled on funds that supported the transitions in Eastern Europe after the fall of the Berlin Wall. OPIC will soon launch a $2 billion facility to support private investment across the region. And we will work with the allies to refocus the European Bank for Reconstruction and Development so that it provides the same support for democratic transitions and economic modernization in the Middle East and North Africa as it has in Europe. Fourth, the United States will launch a comprehensive Trade and Investment Partnership Initiative in the Middle East and North Africa. If you take out oil exports, this entire region of over 400 million people exports roughly the same amount as Switzerland. So we will work with the EU to facilitate more trade within the region, build on existing agreements to promote integration with U.S. and European markets, and open the door for those countries who adopt high standards of reform and trade liberalization to construct a regional trade arrangement. And just as EU membership served as an incentive for reform in Europe, so should the vision of a modern and prosperous economy create a powerful force for reform in the Middle East and North Africa. Prosperity also requires tearing down walls that stand in the way of progress -– the corruption of elites who steal from their people; the red tape that stops an idea from becoming a business; the patronage that distributes wealth based on tribe or sect. We will help governments meet international obligations, and invest efforts at anti-corruption -- by working with parliamentarians who are developing reforms, and activists who use technology to increase transparency and hold government accountable. Politics and human rights; economic reform. Let me conclude by talking about another cornerstone of our approach to the region, and that relates to the pursuit of peace. For decades, the conflict between Israelis and Arabs has cast a shadow over the region. For Israelis, it has meant living with the fear that their children could be blown up on a bus or by rockets fired at their homes, as well as the pain of knowing that other children in the region are taught to hate them. For Palestinians, it has meant suffering the humiliation of occupation, and never living in a nation of their own. Moreover, this conflict has come with a larger cost to the Middle East, as it impedes partnerships that could bring greater security and prosperity and empowerment to ordinary people. For over two years, my administration has worked with the parties and the international community to end this conflict, building on decades of work by previous administrations. Yet expectations have gone unmet. Israeli settlement activity continues. Palestinians have walked away from talks. The world looks at a conflict that has grinded on and on and on, and sees nothing but stalemate. Indeed, there are those who argue that with all the change and uncertainty in the region, it is simply not possible to move forward now. I disagree. At a time when the people of the Middle East and North Africa are casting off the burdens of the past, the drive for a lasting peace that ends the conflict and resolves all claims is more urgent than ever. That’s certainly true for the two parties involved. For the Palestinians, efforts to delegitimize Israel will end in failure. Symbolic actions to isolate Israel at the United Nations in September won’t create an independent state. Palestinian leaders will not achieve peace or prosperity if Hamas insists on a path of terror and rejection. And Palestinians will never realize their independence by denying the right of Israel to exist. As for Israel, our friendship is rooted deeply in a shared history and shared values. Our commitment to Israel’s security is unshakeable. And we will stand against attempts to single it out for criticism in international forums. But precisely because of our friendship, it’s important that we tell the truth: The status quo is unsustainable, and Israel too must act boldly to advance a lasting peace. The fact is, a growing number of Palestinians live west of the Jordan River. Technology will make it harder for Israel to defend itself. A region undergoing profound change will lead to populism in which millions of people -– not just one or two leaders -- must believe peace is possible. The international community is tired of an endless process that never produces an outcome. The dream of a Jewish and democratic state cannot be fulfilled with permanent occupation. Now, ultimately, it is up to the Israelis and Palestinians to take action. No peace can be imposed upon them -- not by the United States; not by anybody else. But endless delay won’t make the problem go away. What America and the international community can do is to state frankly what everyone knows -- a lasting peace will involve two states for two peoples: Israel as a Jewish state and the homeland for the Jewish people, and the state of Palestine as the homeland for the Palestinian people, each state enjoying self-determination, mutual recognition, and peace. So while the core issues of the conflict must be negotiated, the basis of those negotiations is clear: a viable Palestine, a secure Israel. The United States believes that negotiations should result in two states, with permanent Palestinian borders with Israel, Jordan, and Egypt, and permanent Israeli borders with Palestine. We believe the borders of Israel and Palestine should be based on the 1967 lines with mutually agreed swaps, so that secure and recognized borders are established for both states. The Palestinian people must have the right to govern themselves, and reach their full potential, in a sovereign and contiguous state. As for security, every state has the right to self-defense, and Israel must be able to defend itself -– by itself -– against any threat. Provisions must also be robust enough to prevent a resurgence of terrorism, to stop the infiltration of weapons, and to provide effective border security. The full and phased withdrawal of Israeli military forces should be coordinated with the assumption of Palestinian security responsibility in a sovereign, non-militarized state. And the duration of this transition period must be agreed, and the effectiveness of security arrangements must be demonstrated. These principles provide a foundation for negotiations. Palestinians should know the territorial outlines of their state; Israelis should know that their basic security concerns will be met. I’m aware that these steps alone will not resolve the conflict, because two wrenching and emotional issues will remain: the future of Jerusalem, and the fate of Palestinian refugees. But moving forward now on the basis of territory and security provides a foundation to resolve those two issues in a way that is just and fair, and that respects the rights and aspirations of both Israelis and Palestinians. Now, let me say this: Recognizing that negotiations need to begin with the issues of territory and security does not mean that it will be easy to come back to the table. In particular, the recent announcement of an agreement between Fatah and Hamas raises profound and legitimate questions for Israel: How can one negotiate with a party that has shown itself unwilling to recognize your right to exist? And in the weeks and months to come, Palestinian leaders will have to provide a credible answer to that question. Meanwhile, the United States, our Quartet partners, and the Arab states will need to continue every effort to get beyond the current impasse. I recognize how hard this will be. Suspicion and hostility has been passed on for generations, and at times it has hardened. But I’m convinced that the majority of Israelis and Palestinians would rather look to the future than be trapped in the past. We see that spirit in the Israeli father whose son was killed by Hamas, who helped start an organization that brought together Israelis and Palestinians who had lost loved ones. That father said, “I gradually realized that the only hope for progress was to recognize the face of the conflict.” We see it in the actions of a Palestinian who lost three daughters to Israeli shells in Gaza. “I have the right to feel angry,” he said. “So many people were expecting me to hate. My answer to them is I shall not hate. Let us hope,” he said, “for tomorrow.” That is the choice that must be made -– not simply in the Israeli-Palestinian conflict, but across the entire region -– a choice between hate and hope; between the shackles of the past and the promise of the future. It’s a choice that must be made by leaders and by the people, and it’s a choice that will define the future of a region that served as the cradle of civilization and a crucible of strife. For all the challenges that lie ahead, we see many reasons to be hopeful. In Egypt, we see it in the efforts of young people who led protests. In Syria, we see it in the courage of those who brave bullets while chanting, “peaceful, peaceful.” In Benghazi, a city threatened with destruction, we see it in the courthouse square where people gather to celebrate the freedoms that they had never known. Across the region, those rights that we take for granted are being claimed with joy by those who are prying lose the grip of an iron fist. For the American people, the scenes of upheaval in the region may be unsettling, but the forces driving it are not unfamiliar. Our own nation was founded through a rebellion against an empire. Our people fought a painful Civil War that extended freedom and dignity to those who were enslaved. And I would not be standing here today unless past generations turned to the moral force of nonviolence as a way to perfect our union –- organizing, marching, protesting peacefully together to make real those words that declared our nation: “We hold these truths to be self-evident, that all men are created equal.” Those words must guide our response to the change that is transforming the Middle East and North Africa -– words which tell us that repression will fail, and that tyrants will fall, and that every man and woman is endowed with certain inalienable rights. It will not be easy. There’s no straight line to progress, and hardship always accompanies a season of hope. But the United States of America was founded on the belief that people should govern themselves. And now we cannot hesitate to stand squarely on the side of those who are reaching for their rights, knowing that their success will bring about a world that is more peaceful, more stable, and more just. Sorting Out the Issue of Israeli Settlements
The Feb. 20 editorial "Mr. Abbas's revealing resolution" repeated the same one-sidedness that informed the U.S. administration's recent U.N. Security Council veto of a resolution that called on Israel to cease settlement construction in the West Bank and Jerusalem. To single out Palestinian President Mahmoud Abbas merely serves to avoid dealing with the obvious. Sponsored by 130 states and supported by all members of the U.N. Security Council except the United States, the resolution in question gave voice to today's overwhelming international consensus regarding the illegality of Israeli settlements while highlighting the isolation of U.S. policy in support of Israeli intransigence. It is disingenuous for The Post's editorial board to suggest that Mr. Abbas embarrassed the Obama administration. Rather, U.S. embarrassment stems from a veto that was inconsistent with international law and out of step with the rest of the international community and that contradicted official U.S. policy. The United States has proved itself incapable of being an even-handed broker. The rest of the U.N. Security Council should be commended for taking a principled stand in support of international law and in support of peace.

An Open Letter From Gaza: Two Years After the Massacre, a Demand for Justice
We the Palestinians of the Besieged Gaza Strip, on this day, two years on from Israel's genocidal attack on our families, our houses, our roads, our factories and our schools, are saying enough inaction, enough discussion, enough waiting – the time is now to hold Israel to account for its ongoing crimes against us. On the 27th of December 2008, Israel began an indiscriminate bombardment of the Gaza Strip. The assault lasted 22 days, killing 1,417 Palestinians, 352 of them children, according to main-stream Human Rights Organizations. For a staggering 528 hours, Israeli Occupation Forces let loose their US-supplied F15s, F16s, Merkava Tanks, internationally prohibited White Phosphorous, and bombed and invaded the small Palestinian coastal enclave that is home to 1.5 million, of whom 800,000 are children and over 80 percent UN registered refugees. Around 5,300 remain permanently wounded. This devastation exceeded in savagery all previous massacres suffered in Gaza, such as the 21children killed in Jabalia in March 2008 or the 19 civilians killed sheltering in their house in the Beit Hanoun Massacre of 2006. The carnage even exceeded the attacks in November 1956 in which Israeli troops indiscriminately rounded up and killed 275 Palestinians in the Southern town of Khan Younis and 111 more in Rafah. Since the Gaza massacre of 2009, world citizens have undertaken the responsibility to pressure Israel to comply with international law, through a proven strategy of boycott, divestment and sanctions. As in the global BDS movement that was so effective in ending the apartheid South African regime, we urge people of conscience to join the BDS call made by over 170 Palestinian organizations in 2005. As in South Africa the imbalance of power and representation in this struggle can be counterbalanced by a powerful international solidarity movement with BDS at the forefront, holding Israeli policy makers to account, something the international governing community has repeatedly failed to do. Similarly, creative civilian efforts such as the Free Gaza boats that broke the siege five times, the Gaza Freedom March, the Gaza Freedom Flotilla, and the many land convoys must never stop their siege-breaking, highlighting the inhumanity of keeping 1.5 million Gazans in an open-air prison. Two years have now passed since Israel’s gravest of genocidal acts that should have left people in no doubt of the brutal extent of Israel’s plans for the Palestinians. The murderous navy assault on international activists aboard the Gaza Freedom Flotilla in the Mediterranean Sea magnified to the world the cheapness Israel has assigned to Palestinian llife for so long. The world knows now, yet two years on nothing has changed for Palestinians. The Goldstone Report came and went: despite its listing count after count of international law contraventions, Israeli “war crimes” and “possible crimes against humanity,” the European Union, the United Nations, the Red Cross, and all major Human Rights Organizations have called for an end to the illegal, medieval siege, it carries on unabated. On 11th November 2010 UNRWA head John Ging said, “There's been no material change for the people on the ground here in terms of their status, the aid dependency, the absence of any recovery or reconstruction, no economy…The easing, as it was described, has been nothing more than a political easing of the pressure on Israel and Egypt.” On the 2nd of December, 22 international organizations including Amnesty, Oxfam, Save the Children, Christian Aid, and Medical Aid for Palestinians produced the report 'Dashed Hopes, Continuation of the Gaza Blockade’ calling for international action to force Israel to unconditionally lift the blockade, saying the Palestinians of Gaza under Israeli siege continue to live in the same devastating conditions. Only a week ago Human Rights Watch published a comprehensive report "Separate and Unequal" that denounced Israeli policies as Apartheid, echoing similar sentiments by South African anti-apartheid activists. We Palestinians of Gaza want to live at liberty to meet Palestinian friends or family from Tulkarem, Jerusalem or Nazareth; we want to have the right to travel and move freely. We want to live without fear of another bombing campaign that leaves hundreds of our children dead and many more injured or with cancers from the contamination of Israel’s white phosphorous and chemical warfare. We want to live without the humiliations at Israeli checkpoints or the indignity of not providing for our families because of the unemployment brought about by the economic control and the illegal siege. We are calling for an end to the racism that underpins all this oppression. We ask: when will the world’s countries act according to the basic premise that people should be treated equally, regardless of their origin, ethnicity or colour – is it so far-fetched that a Palestinian child deserves the same human rights as any other human being? Will you be able to look back and say you stood on the right side of history or will you have sided with the oppressor? We, therefore, call on the international community to take up its responsibility to protect the Palestinian people from Israel’s heinous aggression, immediately ending the siege with full compensation for the destruction of life and infrastructure visited upon us by this explicit policy of collective punishment. Nothing whatsoever justifies the intentional policies of savagery, including the severing of access to the water and electricity supply to 1.5 million people. The international conspiracy of silence towards the genocidal war taking place against the more than 1.5 million civilians in Gaza indicates complicity in these war crimes. We also call upon all Palestine solidarity groups and all international civil society organizations to demand:
Boycott Divest and Sanction, join the many International Trade Unions, Universities, Supermarkets and artists and writers who refuse to entertain Apartheid Israel. Speak out for Palestine, for Gaza, and crucially ACT. The time is now. Besieged Gaza, Palestine List of signatories:

Bribing Israel: Enhancing the Swag
Dear Hanan, The breathless will-they-won’t-they coverage wasn’t quite as extreme this time, but there’s still been way more attention paid to the latest U.S. “settlement freeze” offer to Netanyahu than it deserves. What’s supposed to be the main point of it all – new negotiations leading to something remotely resembling a just, lasting and comprehensive peace – is simply not on the agenda of either Israel or the U.S. The actual bribe – oh, sorry, I meant to say “incentives” – being offered to Israel this time around isn’t insignificant, of course. Among other things it will massively escalate the offensive capacity and reach of Israel’s air force, already by far the most powerful in the region. The offer starts with 20 brand-new state-of-the-art F-35 Joint Strike Fighter planes – three billion dollars worth. That’s $3 billion on top of the almost $3 billion of military aid already paid to Israel this year. According to the influential Israeli daily Ha’aretz, it will double the number of the F-35 stealth bombers that the U.S. will send to Israel – Tel Aviv had already ordered 20 using the “normal” military aid to Israel, now they’re being offered 20 more free of charge. F-35 Stealth Bombers free of charge to Israel, that is – this offer will cost U.S. taxpayers $3 billion more, money that could instead pay for 600,000 new green jobs here at home. Then there’s the guarantee that the U.S. will veto any effort in the United Nations aimed at winning Security Council recognition of a Palestinian state. And the promise to prevent any UN effort to hold Israel accountable for possible war crimes in Gaza, such as moving the Goldstone Report forward in the Council, and potentially moving the investigation to the International Criminal Court. From what we know of the offer (the final language is not yet settled – at least publicly) it will also include a broad commitment to automatically veto essentially any UN resolution that Israel claims undermines its already precarious international legitimacy. I’ve been discussing these issues in the media quite a bit lately, including a couple of weeks ago on al-Jazeera’s “Inside Story” and yesterday on Russia Today (scroll down to the last video). What it all means is that the Obama administration is promising to interfere with and prevent any effort to hold Israel accountable in the international arena. The U.S. is staking out a position that allowing the UN to function unhindered, or implementing UN resolutions such as the Goldstone Report, are simply gifts to be bestowed or withheld according to politically-driven, not international law-driven, considerations. So basically, the U.S. government is now openly and publicly complicit in all the Israeli violations of international law and past UN resolutions. And what does Israel have to give up for all of this? A one-time-only 90-day partial settlement moratorium in the West Bank, NOT including Occupied Arab East Jerusalem. Not a bad deal. Sure, most of the swag is stuff Israel would have gotten anyway. The U.S. has been vetoing Security Council resolutions criticizing Israel for decades; just a couple of weeks ago the Obama administration engineered the withdrawal of a mild request in the UN’s nuclear watchdog agency, the IAEA, asking that Israel finally acknowledge its widely known but officially secret nuclear weapons arsenal. That’s nothing new. But 20 additional new F-35 warplanes, at $130 million a pop, paid for by U.S. taxpayers? Now that’s nothing to sneeze at. On the other hand, sneezing at the “settlement freeze” isn’t such a bad idea. It simply isn’t serious. Settlement expansion – which translates into house demolitions, land grabs, and population expulsions – will be allowed to continue at its current record pace in Occupied East Jerusalem. Just six weeks after the last ten-month settlement moratorium ended, Peace Now reported that construction had virtually caught up to the level it would have reached anyway. And even if the new West Bank “freeze” is total (which it certainly won’t be), all it does is delay the settler building frenzy for 90 days – at which point it can explode again, since the U.S. promised that this settlement slow-down will be the last ever requested. So with U.S. complicity, Israel’s illegal settlements – all of which are illegal, whether in the West Bank or East Jerusalem, whether tiny outposts or the giant settlement cities – will continue. With 500,000 illegal settlers in the Occupied Territory who are breaking international law just by waking up in the morning, Israel will continue to violate the Geneva Convention’s prohibition on moving people into occupied territory. This “freeze” will do nothing to change that. In fact, the Israeli settlement real estate boom is being aided by U.S. organizations like the Hebron Fund, that raises tax-exempt funds to support the illegal and particularly violent settlers in Hebron. Unfortunately the Obama administration seems not only to recognize, but to welcome the reality that the U.S. is supporting illegal occupation. According to the noted analyst and former head of the American Jewish Congress Henry Siegman, “How else to understand what Vice President Joe Biden told Netanyahu on November 8 in New Orleans before a gathering of Jewish Federation officials, that differences between Israel and the United States on the subject of construction in Jerusalem and in the West Bank are nothing more than ‘tactical in nature.’ Is the continuation of Israel’s military occupation and its denial of all rights to millions of Palestinians for nearly half a century nothing more than a minor tactical issue for the United States? Is that what President Obama told the Arab and Muslim world in his speech in Cairo? President Obama will have to take his own words about the Middle East peace process and its deep moral and strategic implications for America more seriously than he has so far if he expects Bibi Netanyahu to do so as well.” We will have to take those words seriously too. I have been traveling again, most recently up to Canada where I did a four-city speaking tour mainly on Israel-Palestine, though with some discussion also about Afghanistan, particularly because of the 3,000 Canadian troops backing the U.S. war there. In Toronto I was honored to deliver this year’s James Graff Memorial Lecture, following Noam Chomsky, Norman Finkelstein, and Richard Falk who have delivered that lecture in the past. I was speaking on “The U.S. in the Middle East: Peace Processes and War Fevers” if you want to take a look at the video. Then some other interesting events in London, Halifax, Ottawa…An interview on Rabble.ca (Canada’s answer to Pacifica Radio) is here. Quite fascinating to see how the Israel-Palestine discourse is changing up there -- not quite as rapidly as here in the United States, it seems, but nonetheless far more quickly than before. Of course the Canadians now face a similar challenge to what we in the U.S. faced for so long, with their Harper government -- the same government that led to a common joke, Canadians are bemoaning the fact that their country is the only place left where George Bush is still president. Prime Minister Harper has embraced a position of hard-core support for all Israeli policies of occupation, apartheid, suppression of any criticism. Staking out a pro-Israel position even beyond that of the Obama administration, Harper announced a couple of weeks ago that Canada would stand by Israel and refuse even to “pretend” to be an “honest broker.” But what’s exciting is the huge escalation in human rights activism in Canada, challenging the government’s support for Israeli occupation and apartheid, supporting Palestinian rights and using the global campaign of BDS – boycott, divestment and sanctions – to confronting Harper’s policies. The world, specifically the United Nations, is helping as well, having just voted to deny Canada a coveted two-year term in the UN Security Council, largely because of the Harper government’s embrace of Israeli violations. It was a shock to many Canadians, who for decades viewed their country as a key backer of the UN and multilateralism, the country of Lester Pearson, credited with inventing UN peacekeeping. Suddenly Canadians had to face that their once-and-future “UN country” was being dissed by the world...But maybe that’s a good thing. It certainly sparked some good discussions. Finally, with all the unchanging grim news on the policy side, the discourse shifts are racing ahead. For any of you who may have missed it, I urge you to take a look at this amazing four-minute video of “young Jewish and proud” – an extraordinary portrait of a new generation of already experienced activists. These young people – organized by Jewish Voice for Peace – stood to confront Netanyahu as he addressed the heart of the U.S. Jewish pro-Israel establishment: the annual assembly of the Jewish Federation. As the Israeli prime minister railed against those who would dare to delegitimize Israel, they stood alone, one after another, to raise hidden banners and to shout “the OCCUPATION delegitimizes Israel!” “The LOYALTY OATH delegitimizes Israel!” “The SETTLEMENTS delegitimize Israel!” “The SIEGE OF GAZA delegitimizes Israel!” And more. Each one was grabbed, roughed up, thrown out. After each one, somewhere else in the vast hall, another stood. The crowd turned vicious, turning on the last of the protesters, Rae Abileah from JVP and Code Pink, throwing her into a choke hold. But they turned the narrative around. Their action should make all of us proud. And we’ve got a lot of work to do to catch up.
