The Palestinian Initiatives for The Promotoion of Global Dialogue and Democracy
 
 
 

With the US ready to host President George W. Bush’s promised Middle East meeting a week before America’s Thanksgiving holiday, let us count the ways in which we may find ourselves grateful. Or not.

In one scenario, Palestinian President Mahmoud Abbas and Israeli Prime Minister Ehud Olmert surprise us all by declaring that they have reached an agreement on all final status issues. The only outstanding details now are a timetable for implementation, as well as popular referendums on both sides.

Once it is clear that such an agreement includes a full Israeli withdrawal from all occupied territories, including Jerusalem, and a just resolution to the plight of Palestinian refugees that includes a right of return, every country in the region lines up to participate in order to sign full and comprehensive peace agreements with Israel, now well on its way to regional redemption.

Hamas announces that it will bow to the will of the Palestinian people in a referendum. The US turns its attention to encouraging the international community to provide material support to make the agreement a reality.

In another scenario, Abbas and Olmert can agree neither on a final agreement nor on any mechanism to reach it. Israel insists that the right of return, the crux of the Palestinian-Israeli conflict, is a deal breaker and offers Abbas only the possibility of limited “concessions” with respect to Jerusalem and the territories.

The only countries in the region that attend are those that owe Washington a favour.

Staid phrases about a two-state solution are trotted out again to no avail, and Hamas announces that “we told you so” while Abbas and Olmert line up for an ill-tempered photo-op. The international community readies itself for another decade of providing humanitarian aid to the Palestinian people.

Nothing changes.

The reality may well lie somewhere in between. But it is more likely that it will veer rather more dramatically towards the second scenario than the first. As such, unfortunately, the meeting will be yet another failure.

What also will not change is the fundamental injustice of the longest-running occupation in modern history.

There is no complexity in what constitutes a successful solution. Such a solution is on the table and ready for US and Israeli willingness.

There also is little surprise about what failure looks like.
