Q: WHAT ARE YOUR PLANS AND IMMEDIATE PRIORITIES WITH ALL THE FINANCIAL AND SECURITY PRESSURES ON HAMAS?

A: The failure of this government means the destruction of the Palestinian Authority because the people will not accept an alternative government. People voted for this government because they are in urgent need of change and reform. Some people believe that they voted for Hamas as a punishment for Fatah. This is not true because there were alternative national wings, so the people voted for Hamas because they are looking for change.

The international - it is not international - the American pressure is not serving the interests of the Palestinian people, at the same time it is not serving the interests of the American existence in the area, whether official or non-official.

There is a lot of pressure, yes. On security Israel is escalating their aggression against the Palestinians. Today they arrested one of our ministers. Israel is attacking, killing destroying, even attacking the centre of Mr Abbas, our President.

America is hardening our lives, Israel is starving our people in order to push the Palestinian people to go away from this government. This will never happen.

Yes we are suffering too much economically now, the cause is not our policy because today we have been in [power] one week. Because of the previous administration, [the] previous policy concerning Europe and America and also because of the mistrust between the Palestinian people, the Palestinian side and the Arab donating countries.

The second point in this issue is the previous agreements between Palestine and Israel. The Paris agreement and Rafah agreement. The closure of Rafah agreement deprives our people of a great amount of money through visitors. Now it is not allowed for anybody to come and our goods. When they come through Israel they are paying money, taxes to the Israelis.

Now Israel has decided to deprive the Palestinian people of its right to this money, at the same time they are preventing the essential demands for building, for reconstruction, for eating, for even drugs and milk.

So to solve this problem we have to attack the two targets: to make sure that the Arab countries at the last Arab summit are committed to paying at least 55 million dollars each month and to rebuild the trust in the Palestinian Authority. That can be achieved by the visit, it is a big journey, that I am going to do inshallah on April 15, to Egypt, to Saudi Arabia, to Syria/Lebanon, the Gulf States, Oman and Yemen. This will be the first attack.

After that I am going to come back and after that I am going to go to Asia and north Africa and even Africa and even to South America and the countries [which] are ready to meet us like Russia, like others.

This campaign will be accompanied by a big campaign of other ministries, education health and others. Investment and industry. At the same time we are going to reconstruct our administrative levels concerning waste. We are going to make a lot of restrictions on illegal salaries and illegal jobs and the process of paying money for nothing. That was the main cause of our [staying] here and postponing our journey to the Arab and Islamic countries and others.

The second point: we are going to ask the Palestinians, the Arabs, the international community to help us to go around these agreements between Palestine and Israel which deprive the Palestinian people of free communication between at least the Gaza Strip and Egypt.

That is the need for the Arab league. We need the Arab countries. We need the help of Turkey and also others, maybe France and others.

Q: ARE YOU LOOKING EAST, EXCLUDING THE WEST?

A: No I am not excluding, I told you I am ready to go to Europe to the countries that are ready to accept us. If France is ready to receive us, tomorrow I am going to go. I have information that Norway can make contact with the new government. So it depends on the others. It's not our decision.

Q: HAVE YOU ANY HOPE OF PERSUADING THE AMERICANS NOT TO ISOLATE HAMAS?

A: It is not an international isolation. America will bypass Hamas, yes. America has an anti-Hamas attitude, OK, an anti-Islamic attitude, OK. But this does not mean an isolation.

Q; WITH THE RESULT OF THE ISRAELI ELECTION DO YOU ANTICIPATE ANY CHANGE IN ISRAELI ATTITUDES?

A: We are reading the agendas of these parties. Kadima is looking for unilateral implementation, for instance.. The Labour Party is interested in social affairs, in addition to the people who are resigned [retired] they have seven seats.

I think the ultimate policy will be concentration on the weak classes of Israeli society to the contrary of Likud policy and at the same time unilateral withdrawal. So what can we do in such conditions?

If they are going to leave we are going to establish our existence there. That means everything will be like that.

Israel is not ready to answer very important questions concerning the Palestinian issue. They are not ready to define borders. And if they decide their borders it will not be acceptable because what about the Golan Heights, the Lebanese border, what about Jerusalem?

The second question will be what about five million who are living in exile from Palestinian society. So there are many questions, difficult questions, that will not be answered. Nobody in Israel will be able to answer these questions in a practical way.

Q: WILL YOU AS A GOVERNMENT STOP OTHER FACTIONS ATTACKING ISRAEL?

A: The question is if Israel is ready to stop attacking Palestinian targets. The people here are running self defence. Is the job of the government to protect the Israeli border while the Israelis all the time are attacking our people? It is a new policy here, a new government, a new agenda.

Q YOU SAY YOU ARE READY TO TALK TO THE QUARTET BUT THEY TALK ABOUT A TWO-STATE SOLUTION, SO WHAT ARE YOU READY TO DISCUSS WITH THEM?

A: Let us speak about what is the meaning of the two-state solution. We will ask them what is their concept concerning the two-state solution. What is the concept in the Quartet about the two state solution and on what basis.

We have to ask that real question and after that we are going to discuss inside the government. We are going to discuss with our President. We are going to discuss that in the legislative council and after that we may need [to ask] the general attitudes of our people.

This is the land of the people it is not the land of the government, so how can we convince the people that they are going to denounce or renounce or to accept these agreements. So we have no final answer now. Let us wait, let us discuss and evaluate.

The previous administration accepted Israel on the borders of 1967. What happened? Confiscation of the area around Jerusalem, they built a very dirty wall, implementing racial discrimination. They are speaking about unilateral withdrawal. They are speaking about confiscation of the al Ghor [Jordan Valley] area which means separation between the West Bank and Jordan, meaning forming three cantons in the West Bank and meaning international gates between our land, this area and that. So what is the meaning of discussion. A lot of questions should be answered by the other side. Not by the Quartet alone but also by the Israelis, by America.

Now you and the American and European people are asking an imaginary question, are you accepting a two-state solution? This is some sort of political welfare. We are here sitting in an airconditioned place and we are discussing yes or no. What is the real constitution of peace? What is the substantial element of peace of this two-state solution?

Q: ARE YOU SAYING THAT YOU ARE NOT RULING IT OUT BUT YOU NEED TO CONSULT WITH THE LEGISLATIVE AND PALESTINIAN PEOPLE?

What are the administrative steps in your country? Does the country decide the fate of a national interest without consulting the people who are the true owners of the Palestinian land?

Q: COULD YOU HOLD A REFERENDUM?

A: OK, OK but what are we going to discuss. What is offered?

Q: TO BE CLEAR. YOU ARE NOT SAYING DEFINITELY NOT, YOU ARE SAYING WE NEED TO DISCUSS WHAT TWO-STATE SOLUTION MEANS?

First of all we have to understand what is the nature of these two states? Is it just taking permission or recognition of the Israeli side or Israeli existence without taking anything? I give you one example. The PLO recognised Israel on the borders occupied from 1948 to 1967, meaning 78 per cent of Palestine. The other side recognised the PLO as the representatives of Palestinian society without any square metre. Is this a bilateral recognition? Is it fair?

We are not here speaking about 48 or 67 we are speaking about what they are going to offer. This is the first point. The second point, if Israel is ready to respect the right of the Palestinian people? There are several questions concerning the right of return. We have more than five million Palestinians living outside. What is the fate of such people, to live forever in intolerable conditions in refugee camps in Lebanon, Syria, Jordan and everywhere. These questions should be answered. This is a national interest.

If Israel has the right of return to bring people who have no relation to Palestine after 3,000 years, I think we have to think by the same implementation, the principle of right of return to come back to our land. We left it only in 1948.

Q: ISRAEL FIRST HAS TO ANSWER THIS QUESTION?

A: Answer this question.

Q: THEN YOU WILL HOLD DISCUSSIONS?

A: With our institutions. It's not our decision.

Q: TO BE ABSOLUTELY CLEAR, YOU ARE NOT RULING IT OUT BUT ALL OF THESE QUESTIONS MUST BE ANSWERED FIRST?

Yes, yes. Why because without answering these questions all the previous meetings in Madrid and Oslo reached to a [dead] end. If anybody is really looking for a genuine understanding they should answer this question.

Q; WOULD YOU CONSIDER PUTTING THIS TO A REFERENDUM?

A: These are methods. These are technical things. First we have to listen to answers.

If it is very simple, if it is very clear, if it satisfies the Palestinian demands we can decide. But if it is not we have to consult, we have to ask the people.

We are not the owner of Palestine, we are not the owner of the Gaza Strip, we are not the owner of the West Bank. We are not the owner of Jeruslaem. Jerusalem from the ideological point of view, from the Islamic point of view it does not belong to the Palestinians alone, it belongs to every muslim because it is the third important shrine in Islam.

Mecca is not belonging to Saudi, Mecca belongs to me and you see when they touch the dignity of our Prophet what happens everywhere. Because the Prophet does not belong to Saudi Arabia, he is not Egyptian he is the Prophet of every Muslim.

Q: YOU NEED 120 TO 130 MILLION DOLLARS EVERY MONTH TO PAY SALARIES HOW ARE YOU GOING TO PAY IF THE MONEY FROM EXISTING SOURCES DRIES UP?

A: This question is difficult to answer now. But this is our mistake? It is our fault? We are here in this house only one week, just one week, even less than that. We are going to do our best but it's not our mistake, it's not our fault, it's not our crime. This is the international community's crime when they starve the Palestinian people. We are going to do our best in order to meet the Arab countries. At the last Arab summit they decided to give the Palestinian people 55m dollars. We have an income from the Israeli side of about 60m dollars. That means we can if the Israelis give us our right and we took this donation immediately we can solve this question if we open our borders and allow investment this will flourish our economy.

They are strangulating us and you answer the question how are we going to do it? I am not able to swim and you put me in the sea, how am I going to get to the shore?

Q; BUT ISRAEL SAYS IT WILL NOT GIVE YOU THE 60m DOLLARS

A: If they are not going to give these millions they are cancelling from their side the Oslo agreement and the Paris agreement. This should be answered by Americans in particular and the Quartet, if this process means the destruction of the Paris agreement. If they say yes so we have the right to have a new channel.

Q: YOU HAVE 140,000 CIVIL SERVANTS, MOSTLY FATAH. DOES THIS CREATE DIFFICULTIES FOR YOU?.

A: First of all we are not here ministers of Hamas. I am the minister of the Palestinians affairs. If all the MPs are Fatah or Hamas this does not change my attitude. We are not playing here a party game. Yes the majority are Fatah but these are our people, now we are responsible for their eating, drinking and everything. So we are not speaking about Fatah, we are speaking about our national interest.

Q: WITH ISSUES SUCH AS THE KARNI AND RAFAH CROSSINGS, ARE YOU PREPARED TO ENGAGE ON TECHNICAL LEVEL TALKS WITH ISRAEL?

A: I will ask you. Does the [bird flu] virus have a border? If the influenza now is present in our area it will be present everywhere in Egypt and Jordan and every area. So this means we have to cooperate with everybody to stop this disease.

This does not mean we are playing a political, game. There is a humanitarian interest.

On the other civil affairs, we are ready. But on the political issue which means renouncing all restoration of our national interests this is a political stand, a political policy.
