Abir Dandis, the mother of the two girls who were murdered in the Negev town of Al-Fura’a last week, couldn't find a police officer to listen to her warnings, neither in Arad nor in Ma’ale Adumim. Both police stations operate in areas where Israel wants to gather the Bedouin into permanent communities, against their will, in order to clear more land for Jewish communities. The dismissive treatment Dandis received shows how the Bedouin are considered simply to be lawbreakers by their very nature. But as a resident of the West Bank asking for help for her daughters, whose father was Israeli, Dandis faced the legal-bureaucratic maze created by the Oslo Accords.

The Palestinian police is not allowed to arrest Israeli civilians. It must hand suspects over to the Israel Police. The Palestinian police complain that in cases of Israelis suspected of committing crimes against Palestinian residents, the Israel Police tend not to investigate or prosecute them.

In addition, the town of Al-Azaria, where Dandis lives, is in Area B, under Palestinian civilian authority and Israeli security authority. According to the testimony of Palestinian residents, neither the IDF nor the Israel Police has any interest in internal Palestinian crime even though they have both the authority and the obligation to act in Area B.

The Palestinian police are limited in what it can do in Area B. Bringing in reinforcements or carrying weapons in emergency situations requires coordination with, and obtaining permission from, the IDF. If Dandis fears that the man who murdered her daughters is going to attack her as well, she has plenty of reason to fear that she will not receive appropriate, immediate police protection from either the Israelis or the Palestinians.

Dandis told Jack Khoury of Haaretz that the Ma’ale Adumim police referred her to the Palestinian Civil Affairs Coordination and Liaison Committee. Theoretically, this committee (which is subordinate to the Civil Affairs Ministry) is the logical place to go for such matters. Its parallel agency in Israel is the Civilian Liaison Committee (which is part of the Coordination and Liaison Administration - a part of the Civil Administration under the Coordinator of Government Activities in the Territories).

In their meetings, they are supposed to discuss matters such as settlers’ complaints about the high volume of the loudspeakers at mosques or Palestinians’ complaints about attacks by settlers. But the Palestinians see the Liaison Committee as a place to submit requests for permission to travel to Israel, and get the impression that its clerks do not have much power when faced with their Israeli counterparts. In any case, the coordination process is cumbersome and long.

The Palestinian police has a family welfare unit, and activists in Palestinian women’s organizations say that in recent years, its performance has improved. But, as stated, it has no authority over Israeli civilians and residents. Several non-governmental women’s groups also operate in the West Bank and in East Jerusalem, and women in similar situations approach them for help. The manager of one such organization told Haaretz that Dandis also fell victim to this confusing duplication of procedures and laws. Had Dandis approached her, she said, she would have referred her to Adalah, the Legal Center for Arab Minority Rights in Israel, which has expertise in navigating Israel’s laws and authorities.

John Kerry revealed his long-awaited plan for peace in the Middle East on Sunday, hinging on a $4bn (£2.6bn) investment in the Palestinian private sector.

The US secretary of state, speaking at the World Economic Forum on the Jordanian shores of the Dead Sea, told an audience including Israeli president Shimon Peres and Palestinian leader Mahmoud Abbas that an independent Palestinian economy is essential to achieving a sustainable peace.

Speaking under the conference banner "Breaking the Impasse", Kerry announced a plan that he promised would be "bigger, bolder and more ambitious" than anything since the Oslo accords, more than 20 years ago.

Tony Blair is to lead a group of private sector leaders in devising a plan to release the Palestinian economy from its dependence on international donors. The initial findings of Blair's taskforce, Kerry boasted, were "stunning", predicting a 50% increase in Palestinian GDP over three years, a cut of two-thirds in unemployment rates and almost double the Palestinian median wage. Currently, 40% of the Palestinian economy is supplied by donor aid.

Kerry assured Abbas that the economic plan was not a substitute for a political solution, which remains the US's "top priority".

Peres, who had taken the stage just minutes before, also issued a personal plea to his Palestinian counterpart to return to the negotiations.

"Let me say to my dear friend President Abbas," Peres said, "Should we really dance around the table? Lets sit together. You'll be surprised how much can be achieved in open, direct and organised meetings."

Thick locks hug the front gates of shuttered shops, now covered in graffiti and dust from lack of use. Only a handful of customers pass along the dimly lit road, sometimes stopping to check the ripeness of fruits and vegetables, or ordering meat in near-empty butcher shops.

“All the shops are closed. I’m the only one open. This used to be the best place,” said 64-year-old Mustafa Sunocret, selling vegetables out of a small storefront in the marketplace near his family’s home in the Muslim quarter of Jerusalem’s Old City.

Amidst the brightly coloured scarves, clothes and carpets, ceramic pottery and religious souvenirs filling the shops of Jerusalem’s historic Old City, Palestinian merchants are struggling to keep their businesses alive.

Faced with worsening health problems, Sunocret told IPS that he cannot work outside of the Old City, even as the cost of maintaining his shop, with high electricity, water and municipal tax bills to pay, weighs on him.

“I only have this shop,” he said. “There is no other work. I’m tired.”

Abed Ajloni, the owner of an antiques shop in the Old City, owes the Jerusalem municipality 250,000 Israeli shekels (68,300 U.S. dollars) in taxes. He told IPS that almost every day, the city’s tax collectors come into the Old City, accompanied by Israeli police and soldiers, to pressure people there to pay.

“It feels like they’re coming again to occupy the city, with the soldiers and police,” Ajloni, who has owned the same shop for 35 years, told IPS. “But where can I go? What can I do? All my life I was in this place.”

He added, “Does Jerusalem belong to us, or to someone else? Who’s responsible for Jerusalem? Who?”

Illegal annexation

Israel occupied East Jerusalem, including the Old City, in 1967. In July 1980, it passed a law stating that “Jerusalem, complete and united, is the capital of Israel”. But Israel’s annexation of East Jerusalem and subsequent application of Israeli laws over the entire city remain unrecognised by the international community.

Under international law, East Jerusalem is considered occupied territory – along with the West Bank, Gaza Strip and Syrian Golan Heights – and Palestinian residents of the city are protected under the Fourth Geneva Convention.

Jerusalem has historically been the economic, political and cultural centre of life for the entire Palestinian population. But after decades languishing under destructive Israeli policies meant to isolate the city from the rest of the Occupied Territories and a lack of municipal services and investment, East Jerusalem has slipped into a state of poverty and neglect.

“After some 45 years of occupation, Arab Jerusalemites suffer from political and cultural schizophrenia, simultaneously connected with and isolated from their two hinterlands: Ramallah and the West Bank to their east, West Jerusalem and Israel to the west,” the International Crisis Group recently wrote.

Israeli restrictions on planning and building, home demolitions, lack of investment in education and jobs, construction of an eight-foot-high separation barrier between and around Palestinian neighbourhoods and the creation of a permit system to enter Jerusalem have all contributed to the city’s isolation.

Formal Palestinian political groups have also been banned from the city, and between 2001-2009, Israel closed an estimated 26 organisations, including the former Palestinian Liberation Organisation headquarters in Jerusalem, the Orient House and the Jerusalem Chamber of Commerce.

Extreme poverty

Israel’s policies have also led to higher prices for basic goods and services and forced many Palestinian business owners to close shop and move to Ramallah or other Palestinian neighbourhoods on the other side of the wall. Many Palestinian Jerusalemites also prefer to do their shopping in the West Bank, or in West Jerusalem, where prices are lower.

While Palestinians constitute 39 percent of the city’s population today, almost 80 percent of East Jerusalem residents, including 85 percent of children, live below the poverty line.

“How could you develop [an] economy if you don’t control your resources? How could you develop [an] economy if you don’t have any control of your borders?” said Zakaria Odeh, director of the Civic Coalition for Palestinian Rights in Jerusalem, of “this kind of fragmentation, checkpoints, closure”.

“Without freedom of movement of goods and human beings, how could you develop an economy?” he asked.

“You can’t talk about independent economy in Jerusalem or the West Bank or in all of Palestine without a political solution. We don’t have a Palestinian economy; we have economic activities. That’s all we have,” Odeh told IPS.

Israel’s separation barrier alone, according to a new report by the United Nations Conference on Trade and Development (UNCTD), has caused a direct loss of over one billion dollars to Palestinians in Jerusalem, and continues to incur 200 million dollars per year in lost opportunities.

Israel’s severing and control over the Jerusalem-Jericho road – the historical trade route that connected Jerusalem to the rest of the West Bank and Middle East – has also contributed to the city’s economic downturn.

Separation of Jerusalem from West Bank

Before the First Intifada (Arabic for “uprising”) began in the late 1980s, East Jerusalem contributed approximately 14 to 15 percent of the gross domestic product (GDP) in the Occupied Palestinian territories (OPT). By 2000, that number had dropped to less than eight percent; in 2010, the East Jerusalem economy, compared to the rest of the OPT, was estimated at only seven percent.

“Economic separation resulted in the contraction in the relative size of the East Jerusalem economy, its detachment from the remaining OPT and the gradual redirection of East Jerusalem employment towards the Israeli labour market,” the U.N. report found.

Decades ago, Israel adopted a policy to maintain a so-called “demographic balance” in Jerusalem and attempt to limit Palestinian residents of the city to 26.5 percent or less of the total population.

To maintain this composition, Israel built numerous Jewish-Israeli settlements inside and in a ring around Jerusalem and changed the municipal boundaries to encompass Jewish neighbourhoods while excluding Palestinian ones.

It is now estimated that 90,000 Palestinians holding Jerusalem residency rights live on the other side of the separation barrier and must cross through Israeli checkpoints in order to reach Jerusalem for school, medical treatment, work, and other services.

“Israel is using all kinds of tools to push the Palestinians to leave; sometimes they are visible, and sometimes invisible tools,” explained Ziad al-Hammouri, director of the Jerusalem Centre for Social and Economic Rights (JCSER).

Al-Hammouri told IPS that at least 25 percent of the 1,000 Palestinian shops in the Old City were closed in recent years as a result of high municipal taxes and a lack of customers. “Taxation is an invisible tool…as dangerous as revoking ID cards and demolishing houses,” he said. “Israel will use this as pressure and as a tool in the future to confiscate these shops and properties.”

"If I had known then what I know now, the Goldstone report would have been a different document." Thus opens Judge Richard Goldstone's much-discussed op-ed in The Washington Post. I have a strong feeling that the editor might have tampered with the text and that the original sentence ought to have read something like: "If I had known then that the report would turn me into a self-hating Jew in the eyes of my beloved Israel and my own Jewish community in South Africa, the Goldstone report would never have been written at all." And if that wasn't the original sentence, it is certainly the subtext of Goldstone's article.

This shameful U-turn did not happen this week. It comes after more than a year and a half of a sustained campaign of intimidation and character assassination against the judge, a campaign whose like in the past destroyed mighty people such as US Senator William Fulbright who was shot down politically for his brave attempt to disclose AIPAC's illegal dealings with the State of Israel.

Already In October 2009, Goldstone told CNN, "I've got a great love for Israel" and "I've worked for many Israeli causes and continue to do so" (Video: "Fareed Zakaria GPS," 4 October 2009).

Given the fact that at the time he made this declaration of love he did not have any new evidence, as he claims now, one may wonder how could this love could not be at least weakened by what he discovered when writing, along with other members of the UN commission, his original report.

But worse was to come and exactly a year ago, in April 2010, the campaign against him reached new heights, or rather, lows. It was led by the chairman of the South African Zionist Federation, Avrom Krengel, who tried to prevent Goldstone from participating in his grandson's bar mitzvah in Johannesburg since "Goldstone caused irreparable damage to the Jewish people as a whole."

The South African Zionist Federation threatened to picket outside the synagogue during the ceremony. Worse was the interference of South Africa's Chief Rabbi, Warren Goldstein, who chastised Goldstone for "doing greater damage to the State of Israel." Last February, Goldstone said that "Hamas perpetrated war crimes, but Israel did not," in an interview that was not broadcast, according to a 3 April report the website of Israel's Channel 2. It was not enough: the Israelis demanded much more.

Readers might ask "so what?" and "why could Goldstone not withstand the heat?" Good questions, but alas the Zionization of Jewish communities and the false identification of Jewishness with Zionism is still a powerful disincentive that prevents liberal Jews from boldly facing Israel and its crimes.

Every now and again many liberal Jews seem to liberate themselves and allow their conscience, rather than their fear, to lead them. However, many seem unable stick to their more universalist inclinations for too long where Israel is concerned. The risk of being defined as a "self-hating Jew" with all the ramifications of such an accusation is a real and frightening prospect for them. You have to be in this position to understand the power of this terror.

Just weeks ago, Israeli military intelligence announced it had created a special unit to monitor, confront, and possibly hunt down, individuals and bodies suspected of "delegitimizing" Israel abroad. In light of this, perhaps quite a few of the faint-hearted felt standing up to Israel was not worth it.

We should have recognized that Goldstone was one of them when he stated that, despite his report, he remains a Zionist. This adjective, "Zionist," is far more meaningful and charged than is usually assumed. You cannot claim to be one if you oppose the ideology of the apartheid State of Israel. You can remain one if you just rebuke the state for a certain criminal policy and fail to see the connection between the ideology and that policy. "I am a Zionist" is a declaration of loyalty to a frame of mind that cannot accept the 2009 Goldstone Report. You can either be a Zionist or blame Israel for war crimes and crimes against humanity -- if you do both, you will crack sooner rather than later.

That this mea culpa has nothing to do with new facts is clear when one examines the "evidence" brought by Goldstone to explain his retraction. To be honest, one should say that one did not have to be the world expert on international law to know that Israel committed war crimes in Gaza in 2009. The reports of bodies such as Breaking the Silence and the UN representatives on the ground attested to it, before and after the Goldstone report. It was also not the only evidence.

The pictures and images we saw on our screens and those we saw on the ground told only one story of a criminal policy intending to kill, wound and maim as a collective punishment. "The Palestinians are going to bring upon themselves a Holocaust," promised Matan Vilnai, Israel's deputy minister of defense to the people of Gaza on 29 February 2008.

There is only one new piece of evidence Goldstone brings and this is an internal Israeli army investigation that explains that one of the cases suspected as a war crime was due to a mistake by the Israeli army that is still being investigated. This must be a winning card: a claim by the Israeli army that massive killings by Palestinians were a "mistake."

Ever since the creation of the State of Israel, the tens of thousands of Palestinians killed by Israel were either terrorists or killed by "mistake." So 29 out of 1,400 deaths were killed by an unfortunate mistake? Only ideological commitment could base a revision of the report on an internal inquiry of the Israeli army focusing only on one of dozens of instances of unlawful killing and massacring. So it cannot be new evidence that caused Goldstone to write this article. Rather, it is his wish to return to the Zionist comfort zone that propelled this bizarre and faulty article.

This is also clear from the way he escalates his language against Hamas in the article and de-escalates his words toward Israel. And he hopes that this would absolve him of Israel's righteous fury. But he is wrong, very wrong. Only a few hours passed from the publication of the article until Israeli Defense Minister Ehud Barak, Prime Minister Benjamin Netanyahu and of course the Nobel Peace Prize Laureate President Shimon Peres commissioned Goldstone with a new role in life: he is expected to move from one campus to the other and hop from one public venue to the next in the service of a new and pious Israel. He may choose not to do it; but then again he might not be allowed to attend his grandson's bar mitzvah as a retaliation.

The drums of war are heard again in Israel and they are sounded because once more Israel's invincibility in is question. Despite the triumphant rhetoric in the various media commemorative reports, two years after 'Cast Lead', the sense is that that campaign was as much of a failure as was the second Lebanon war of 2006. Unfortunately, leaders, generals and the public at large in the Jewish State know only one way of dealing with military debacles and fiascos. They can be redeemed only by another successful operation or war but one which has to be carried out with more force and be more ruthless than the previous one with the hope for better results in the next round.

Force and might, so explained leading commentators in the local media (parroting what they hear from the generals in the army), is needed in order to 'deter', to 'teach a lesson' and to 'weaken' the enemy. There is no new plan for Gaza – there is no real desire to occupy it and put in under direct Israeli rule. What is suggested is to pound the Strip and its people once more, but with more brutality and for a shorter time. One might ask, why would this bear different fruits than the 'Cast Lead Operation'? But this is the wrong question. The right question is what else can the present political and military elite of Israel (which includes the government and the main opposition parties) do?

They have known now for years what to do in the West Bank – colonize, ethnically cleanse and bisect the area to death, while remaining publicly loyal to the futile discourse of peace or rather the 'peace process'. The end result is expected to be a docile Palestinian Authority within a heavily Judaized West Bank. But they are at a total loss about how to manage the situation in the Gaza Strip, ever since Ariel Sharon 'disengaged' from it. The unwillingness of the people of Gaza to be disengaged from the West Bank, and the World, seems to be more difficult to defeat, even after the horrible human toll the Gazans paid in December 2008 for their resistance and defiance.

The scenario for the next round is unfolding in front of our eyes and it resembles depressingly the same deterioration that preceded the massacre of Gaza two years ago: daily bombardment on the Strip and a policy that tries to provoke Hamas so that more expanded assaults would be justified. As one general explained, there is now a need to take into account the damaging effect of the Goldstone report: namely the next major attack should look more plausible than the 2009 one (but this concern may not be that crucial to this particular government; nor would it serve as an obstacle).

As always in this part of the world, other scenarios are possible – less bloody and maybe more hopeful. But it is hard to see who can generate a different short term future: the perfidious Obama administration? The helpless Arab regimes? timid Europe or the handicapped UN? The steadfastness of the people of Gaza and that of the Palestinian people in general means that the grand Israeli strategy to wither them away - as the founder of the Zionist movement, Theodore Herzl, hoped to do to the indigenous people of Palestine already in the very end of the nineteenth century - will not work. But the price may yet rise and it is time for all those who voiced a powerful and effective voice AFTER the Gaza massacre two years ago, to do it NOW, and try and avert the next one.

This voice is described in Israel as the attempt to 'delegitimize' the Jewish State. It is the only voice that seems to concern seriously the government and the intellectual elite of Israel (far more annoying to them than any soft condemnation by Hillary Clinton or the EU). The first attempt to counter this voice was to claim that delegitimization was anti-Semitism in disguise. This seems to have backfired since Israel demanded to know who in the world supports its policies; well it transpired that the only enthusiastic supporters of Israeli policy in the Western world nowadays are extreme right wing, traditionally anti-Semitic, organizations and politicians The second attempt is to try and argue that these attempts in the form of Boycott, Divestment and Sanctions, would make Israel more determined to continue and be a rogue state. However, this is a vacuous threat: Israeli policies are not generated by this moral and decent voice; on the contrary, this voice is one of the few factors that restrain the aggressive policy, and who knows when, if in the future western governments would joined their publics as they did eventually in the case of Apartheid South Africa, it may even bring an end to these policies and enable Jews and Arabs alike to live in peace in Israel and Palestine.

This voice is effective because is shows clearly the link between the racist character of the state and the criminal nature of its policies towards the Palestinians. The voice turned recently into an organized and clearly defined campaign with a clear message: Israel will remain a pariah state as long as its constitution, laws and the policies will continue to violate the basic human and civil rights of the Palestinians, wherever they are, including the right to live and exist.

What is needed now is for the noble but totally futile energy invested by the Israeli peace camp and its like in the west in the concept of 'co-existence' and the projects of 'dialogue' to be reinvested in the attempt to prevent another genocidal chapter in the history of Israel's war against the Palestinians, before it is too late.

The nature of this response is not being fully reported in the UK press, but it includes official parades celebrating the heroism of the commandos who stormed the ship and demonstrations by schoolchildren giving their unequivocal support for the government against the new wave of anti-Semitism.

As someone who was born in Israel and went enthusiastically through the socialisation and indoctrination process until my mid-20s, this reaction is all too familiar. Understanding the root of this furious defensiveness is key to comprehending the principal obstacle for peace in Israel and Palestine. One can best define this barrier as the official and popular Jewish Israeli perception of the political and cultural reality around them.

A number of factors explain this phenomenon, but three are outstanding and they are interconnected. They form the mental infrastructure on which life in Israel as a Jewish Zionist individual is based, and one from which it is almost impossible to depart – as I know too well from personal experience.

The first and most important assumption is that what used to be historical Palestine is by sacred and irrefutable right the political, cultural and religious possession of the Jewish people represented by the Zionist movement and later the state of Israel.

Most of the Israelis, politicians and citizens alike, understand that this right can’t be fully realised. But although successive governments were pragmatic enough to accept the need to enter peace negotiations and strive for some sort of territorial compromise, the dream has not been forsaken. Far more important is the conception and representation of any pragmatic policy as an act of ultimate and unprecedented international generosity.

Any Palestinian, or for that matter international, dissatisfaction with every deal offered by Israel since 1948, has therefore been seen as insulting ingratitude in the face of an accommodating and enlightened policy of the “only democracy in the Middle East”. Now, imagine that the dissatisfaction is translated into an actual, and sometimes violent, struggle and you begin to understand the righteous fury. As schoolchildren, during military service and later as adult Israeli citizens, the only explanation we received for Arab or Palestinian responses was that our civilised behaviour was being met by barbarism and antagonism of the worst kind.

According to the hegemonic narrative in Israel there are two malicious forces at work. The first is the old familiar anti-Semitic impulse of the world at large, an infectious bug that supposedly affects everyone who comes into contact with Jews. According to this narrative, the modern and civilised Jews were rejected by the Palestinians simply because they were Jews; not for instance because they stole land and water up to 1948, expelled half of Palestine’s population in 1948 and imposed a brutal occupation on the West Bank, and lately an inhuman siege on the Gaza Strip. This also explains why military action seems the only resort: since the Palestinians are seen as bent on destroying Israel through some atavistic impulse, the only conceivable way of confronting them is through military might.

The second force is also an old-new phenomenon: an Islamic civilisation bent on destroying the Jews as a faith and a nation. Mainstream Israeli orientalists, supported by new conservative academics in the United States, helped to articulate this phobia as a scholarly truth. These fears, of course, cannot be sustained unless they are constantly nourished and manipulated.

From this stems the second feature relevant to a better understanding of the Israeli Jewish society. Israel is in a state of denial. Even in 2010, with all the alternative and international means of communication and information, most of the Israeli Jews are still fed daily by media that hides from them the realities of occupation, stagnation or discrimination. This is true about the ethnic cleansing that Israel committed in 1948, which made half of Palestine’s population refugees, destroyed half the Palestinian villages and towns, and left 80% of their homeland in Israeli hands. And it’s painfully clear that even before the apartheid walls and fences were built around the occupied territories, the average Israeli did not know, and could not care, about the 40 years of systematic abuses of civil and human rights of millions of people under the direct and indirect rule of their state.

Nor have they had access to honest reports about the suffering in the Gaza Strip over the past four years. In the same way, the information they received on the flotilla fits the image of a state attacked by the combined forces of the old anti-Semitism and the new Islamic Judacidal fanatics coming to destroy the state of Israel. (After all, why would they have sent the best commando elite in the world to face defenceless human rights activists?)

As a young historian in Israel during the 1980s, it was this denial that first attracted my attention. As an aspiring professional scholar I decided to study the 1948 events and what I found in the archives sent me on a journey away from Zionism. Unconvinced by the government’s official explanation for its assault on Lebanon in 1982 and its conduct in the first Intifada in 1987, I began to realise the magnitude of the fabrication and manipulation. I could no longer subscribe to an ideology which dehumanised the native Palestinians and which propelled policies of dispossession and destruction.

The price for my intellectual dissidence was foretold: condemnation and excommunication. In 2007 I left Israel and my job at Haifa University for a teaching position in the United Kingdom, where views that in Israel would be considered at best insane, and at worst as sheer treason, are shared by almost every decent person in the country, whether or not they have any direct connection to Israel and Palestine.

That chapter in my life – too complicated to describe here – forms the basis of my forthcoming book, Out Of The Frame, to be published this autumn. But in brief, it involved the transformation of someone who had been a regular and unremarkable Israeli Zionist, and it came about because of exposure to alternative information, close relationships with several Palestinians and post-graduate studies abroad in Britain.

My quest for an authentic history of events in the Middle East required a personal de- militarisation of the mind. Even now, in 2010, Israel is in many ways a settler Prussian state: a combination of colonialist policies with a high level of militarisation in all aspects of life. This is the third feature of the Jewish state that has to be understood if one wants to comprehend the Israeli response. It is manifested in the dominance of the army over political, cultural and economic life within Israel. Defence minister Ehud Barak was the commanding officer of Benjamin Netanyahu, the prime minister, in a military unit similar to the one that assaulted the flotilla. That background was profoundly significant in terms of the state’s Zionist response to what they and all the commando officers perceived as the most formidable and dangerous enemy.

You probably have to be born in Israel, as I was, and go through the whole process of socialisation and education – including serving in the army – to grasp the power of this militarist mentality and its dire consequences. And you need such a background to understand why the whole premise on which the international community’s approach to the Middle East is based, is utterly and disastrously wrong.

The international response is based on the assumption that more forthcoming Palestinian concessions and a continued dialogue with the Israeli political elite will produce a new reality on the ground. The official discourse in the West is that a very reasonable and attainable solution – the two states solution – is just around the corner if all sides would make one final effort. Such optimism is hopelessly misguided.

The only version of this solution that is acceptable to Israel is the one that both the tamed Palestine Authority in Ramallah and the more assertive Hamas in Gaza could never accept. It is an offer to imprison the Palestinians in stateless enclaves in return for ending their struggle. And thus even before one discusses either an alternative solution – one democratic state for all, which I myself support – or explores a more plausible two-states settlement, one has to transform fundamentally the Israeli official and public mindset. It is this mentality which is the principal barrier to a peaceful reconciliation within the fractured terrain of Israel and Palestine.

How can one change it? That is the biggest challenge for activists within Palestine and Israel, for Palestinians and their supporters abroad and for anyone in the world who cares about peace in the Middle East. What is needed is, firstly, recognition that the analysis put forward here is valid and acceptable. Only then can one discuss the prognosis.

It is difficult to expect people to revisit a history of more than 60 years in order to comprehend better why the present international agenda on Israel and Palestine is misguided and harmful. But one can surely expect politicians, political strategists and journalists to reappraise what has been euphemistically called the “peace process” ever since 1948. They need also to be reminded that what actually happened.

Since 1948, Palestinians have been struggling against the ethnic cleansing of Palestine. During that year, they lost 80% of their homeland and half of them were expelled. In 1967, they lost the remaining 20%. They were fragmented geographically and traumatised like no other people during the second half of the 20th century. And had it not been for the steadfastness of their national movement, the fragmentation would have enabled Israel to take over historical Palestine as a whole and push the Palestinians into oblivion.

Transforming a mindset is a long process of education and enlightenment. Against all the odds, some alternative groups within Israel have begun this long and winding road to salvation. But in the meantime Israeli policies, such as the blockade on Gaza, have to be stopped. They will not cease in response to feeble condemnations of the kind we heard last week, nor is the movement inside Israel strong enough to produce a change in the foreseeable future. The danger is not only the continued destruction of the Palestinians but a constant Israeli brinkmanship that could lead to a regional war, with dire consequences for the stability of the world as a whole.

In the past, the free world faced dangerous situations like that by taking firm actions such as the sanctions against South Africa and Serbia. Only sustained and serious pressure by Western governments on Israel will drive the message home that the strategy of force and the policy of oppression are not accepted morally or politically by the world to which Israel wants to belong.

The continued diplomacy of negotiations and “peace talks” enables the Israelis to pursue uninterruptedly the same strategies, and the longer this continues, the more difficult it will be to undo them. Now is the time to unite with the Arab and Muslim worlds in offering Israel a ticket to normality and acceptance in return for an unconditional departure from past ideologies and practices.

Removing the army from the lives of the oppressed Palestinians in the West Bank, lifting the blockade in Gaza and stopping the racist and discriminatory legislation against the Palestinians inside Israel, could be welcome steps towards peace.

It is also vital to discuss seriously and without ethnic prejudices the return of the Palestinian refugees in a way that would respect their basic right of repatriation and the chances for reconciliation in Israel and Palestine. Any political outfit that could promise these achievements should be endorsed, welcomed and implemented by the international community and the people who live between the river Jordan and the Mediterranean Sea.

And then the only flotillas making their way to Gaza would be those of tourists and pilgrims.

My visit back home to the Galilee coincided with the genocidal Israeli attack on Gaza. The state, through its media and with the help of its academia, broadcasted one unanimous voice -- even louder than the one heard during the criminal attack against Lebanon in the summer of 2006. Israel is engulfed once more with righteous fury that translates into destructive policies in the Gaza Strip. This appalling self-justification for the inhumanity and impunity is not just annoying, it is a subject worth dwelling on, if one wants to understand the international immunity for the massacre that rages on in Gaza.

It is based first and foremost on sheer lies transmitted with a newspeak reminiscent of darker days in 1930s Europe. Every half an hour a news bulletin on the radio and television describes the victims of Gaza as terrorists and Israel's massive killings of them as an act of self-defense. Israel presents itself to its own people as the righteous victim that defends itself against a great evil. The academic world is recruited to explain how demonic and monstrous is the Palestinian struggle, if it is led by Hamas. These are the same scholars who demonized the late Palestinian leader Yasser Arafat in an earlier era and delegitimized his Fatah movement during the second Palestinian intifada.

But the lies and distorted representations are not the worst part of it. It is the direct attack on the last vestiges of humanity and dignity of the Palestinian people that is most enraging. The Palestinians in Israel have shown their solidarity with the people of Gaza and are now branded as a fifth column in the Jewish state; their right to remain in their homeland cast as doubtful given their lack of support for the Israeli aggression. Those among them who agree -- wrongly, in my opinion -- to appear in the local media are interrogated, and not interviewed, as if they were inmates in the Shin Bet's prison. Their appearance is prefaced and followed by humiliating racist remarks and they are met with accusations of being a fifth column, an irrational and fanatical people. And yet this is not the basest practice. There are a few Palestinian children from the occupied territories treated for cancer in Israeli hospitals. God knows what price their families have paid for them to be admitted there. The Israel Radio daily goes to the hospital to demand the poor parents tell the Israeli audience how right Israel is in its attack and how evil is Hamas in its defense.

There are no boundaries to the hypocrisy that a righteous fury produces. The discourse of the generals and the politicians is moving erratically between self-compliments of the humanity the army displays in its "surgical" operations on the one hand, and the need to destroy Gaza for once and for all, in a humane way of course, on the other.

This righteous fury is a constant phenomenon in the Israeli, and before that Zionist, dispossession of Palestine. Every act whether it was ethnic cleansing, occupation, massacre or destruction was always portrayed as morally just and as a pure act of self-defense reluctantly perpetrated by Israel in its war against the worst kind of human beings. In his excellent volume The Returns of Zionism: Myths, Politics and Scholarship in Israel, Gabi Piterberg explores the ideological origins and historical progression of this righteous fury. Today in Israel, from Left to Right, from Likud to Kadima, from the academia to the media, one can hear this righteous fury of a state that is more busy than any other state in the world in destroying and dispossessing an indigenous population.

It is crucial to explore the ideological origins of this attitude and derive the necessary political conclusions form its prevalence. This righteous fury shields the society and politicians in Israel from any external rebuke or criticism. But far worse, it is translated always into destructive policies against the Palestinians. With no internal mechanism of criticism and no external pressure, every Palestinian becomes a potential target of this fury. Given the firepower of the Jewish state it can inevitably only end in more massive killings, massacres and ethnic cleansing.

The self-righteousness is a powerful act of self-denial and justification. It explains why the Israeli Jewish society would not be moved by words of wisdom, logical persuasion or diplomatic dialogue. And if one does not want to endorse violence as the means of opposing it, there is only one way forward: challenging head-on this righteousness as an evil ideology meant to cover human atrocities. Another name for this ideology is Zionism and an international rebuke for Zionism, not just for particular Israeli policies, is the only way of countering this self-righteousness. We have to try and explain not only to the world, but also to the Israelis themselves, that Zionism is an ideology that endorses ethnic cleansing, occupation and now massive massacres. What is needed now is not just a condemnation of the present massacre but also delegitimization of the ideology that produced that policy and justifies it morally and politically. Let us hope that significant voices in the world will tell the Jewish state that this ideology and the overall conduct of the state are intolerable and unacceptable and as long as they persist, Israel will be boycotted and subject to sanctions.

But I am not naive. I know that even the killing of hundreds of innocent Palestinians would not be enough to produce such a shift in the Western public opinion; it is even more unlikely that the crimes committed in Gaza would move the European governments to change their policy towards Palestine.

And yet, we cannot allow 2009 to be just another year, less significant than 2008, the commemorative year of the Nakba, that did not fulfill the great hopes we all had for its potential to dramatically transform the Western world's attitude to Palestine and the Palestinians.

It seems that even the most horrendous crimes, such as the genocide in Gaza, are treated as discrete events, unconnected to anything that happened in the past and not associated with any ideology or system. In this new year, we have to try to realign the public opinion to the history of Palestine and to the evils of the Zionist ideology as the best means of both explaining genocidal operations such as the current one in Gaza and as a way of pre-empting worse things to come.

Academically, this has already been done. Our main challenge is to find an efficient to explain the connection between the Zionist ideology and the past policies of destruction, to the present crisis. It may be easier to do it while, under the most terrible circumstances, the world's attention is directed to Palestine once more. It would be even more difficult at times when the situation seems to be "calmer" and less dramatic. In such "relaxed" moments, the short attention span of the Western media would marginalize once more the Palestinian tragedy and neglect it either because of horrific genocides in Africa or the economic crisis and ecological doomsday scenarios in the rest of the world. While the Western media is not likely to be interested in any historical stockpiling, it is only through a historical evaluation that the magnitude of the crimes committed against the Palestinian people throughout the past 60 years can be exposed. Therefore, it is the role of an activist academia and an alternative media to insist on this historical context. These agents should not scoff from educating the public opinion and hopefully even influence the more conscientious politicians to view events in a wider historical perspective.

Similarly, we may be able to find the popular, as distinct from the high brow academic, way of explaining clearly that Israel's policy -- in the last 60 years -- stems from a racist hegemonic ideology called Zionism, shielded by endless layers of righteous fury. Despite the predictable accusation of anti-Semitism and what have you, it is time to associate in the public mind the Zionist ideology with the by now familiar historical landmarks of the land: the ethnic cleansing of 1948, the oppression of the Palestinians in Israel during the days of the military rule, the brutal occupation of the West Bank and now the massacre of Gaza. Very much as the Apartheid ideology explained the oppressive policies of the South African government, this ideology -- in its most consensual and simplistic variety -- allowed all the Israeli governments in the past and the present to dehumanize the Palestinians wherever they are and strive to destroy them. The means altered from period to period, from location to location, as did the narrative covering up these atrocities. But there is a clear pattern that cannot only be discussed in the academic ivory towers, but has to be part of the political discourse on the contemporary reality in Palestine today.

Some of us, namely those committed to justice and peace in Palestine, unwittingly evade this debate by focusing, and this is understandable, on the Occupied Palestinian Territories (OPT) -- the West Bank and Gaza Strip. Struggling against the criminal policies there is an urgent mission. But this should not convey the message that the powers that be in the West adopted gladly by a cue from Israel, that Palestine is only in the West Bank and the Gaza Strip, and that the Palestinians are only the people living in those territories. We should expand the representation of Palestine geographically and demographically by telling the historical narrative of the events in 1948 and ever since and demand equal human and civil rights to all the people who live, or used to live, in what today is Israel and the OPT.

By connecting the Zionist ideology and the policies of the past with the present atrocities, we will be able to provide a clear and logical explanation for the campaign of boycott, divestment and sanctions. Challenging by nonviolent means a self-righteous ideological state that allows itself, aided by a mute world, to dispossess and destroy the indigenous people of Palestine, is a just and moral cause. It is also an effective way of galvanizing the public opinion not only against the present genocidal policies in Gaza, but hopefully one that would prevent future atrocities. But more importantly than anything else it will puncture the balloon of self-righteous fury that suffocates the Palestinians every times it inflates. It will help end the Western immunity to Israel's impunity. Without that immunity, one hopes more and more people in Israel will begin to see the real nature of the crimes committed in their name and their fury would be directed against those who trapped them and the Palestinians in this unnecessary cycle of bloodshed and violence.
